Job summary

UTHealth Houston is a leading healthcare institution in Texas seeking a Purchasing Contracts Administrator to manage complex construction and service contracts, including RFPs, RFQs and ITBs.   • Manages HR activities of department in regards to recruiting and hiring, training, mentoring, performance evaluations.
  • Certifications: CPPB (UPPCC) or CPPM (APS) or CTCD (Texas).

Responsibilities

  • Executes and administers complex construction or services contracts (RFP/RFQ/ITB) and related documentation.
  • Publishes documents for contract documentation and ensures timely completion.
  • Assists in scope of work development, evaluation methodologies, price proposals, and contract formulation.
  • Monitors contract actions for compliance with state and federal requirements.
  • Tracks contractor performance and communicates progress to contract representatives.
  • Verifies and routes invoices with proper documentation to justify payments.
  • Documents contractual events and maintains records.

The Purchasing Contracts Administrator is responsible for managing and administering complex construction and service contracts, including RFPs, RFQs, and ITBs. Ensures compliance with state and federal procurement requirements, assists with contract development and evaluation processes, monitors contractor performance, processes contract documentation and invoices, communicates project status to stakeholders, and maintains accurate records of all contractual activities. Performs other duties as assigned.

Position Summary:

Executes and administers complex construction or services contracts to include Request for Proposal (RFP), Request for Qualification (RFQ), Invitation to Bid (ITB), and all related documentation. Prepares and completes all the actions necessary for a major procurement.

Position Key Accountabilities:
  • Publishes requested documents required to fulfill daily demands of contract documentation in a timely manner.
  • May assist in development of scope of work, evaluation methodologies, price proposal structures and all aspects of contract formulation.
  • Ensures that all contract actions are completed according to state and federal requirements.
  • Recognizes the appropriate contract types for a given purchasing situation.
  • Monitors daily activities regarding contractor performance of scope of work.
  • Communicates progress status on a daily basis to keep contract representatives informed.
  • Validates and routes invoices appropriately, with proper documentation to justify payments.
  • Processes and properly handles all incoming documentation concerning contract performance and/or function.
  • Documents contractual events properly.
  • Performs other duties as assigned.
Certification/Skills:
  • Effective communication and organizational skills.
  • General knowledge of purchasing concepts and principles for complex contracts is required.
  • Familiarity in project management preferred.
  • Manages Human Resources activities of department in regards to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning.
  • Certified Professional Public Buyer (CPPB) by Universal Public Procurement Certification Council (UPPCC) or
  • Certified Professional Purchasing Manager (CPPM) by American Purchasing Society (APS) or
  • Certified Texas Contract Developer (CTCD) by Texas Comptroller of Public Accounts or

Minimum Education: Bachelor's Degree in Purchasing, Business, related field required May substitute required education with equivalent years of experience beyond the minimum experience requirement.

Minimum Experience: 3 years in a major purchasing environment working with complex, long‑term services and construction contracts. Experience is to include public sector contracting, negotiations, requests for proposals and evaluations, invitations to bid, bonding and insurance, and all contract types required 1 year at UTHSC- Houston or other state institution of higher learning preferred.

Physical Requirements:

Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.

Security Sensitive:
  • 51.215 and Texas Government Code
  • 411.094. To the extent that a position requires the holder to research, work on, or have access to critical infrastructure as defined in Texas Business and Commerce Code
  • 117.001(2), the ability to maintain the security or integrity of the infrastructure is a minimum qualification to be hired for and to continue to be employed in that position. Personnel in such positions, and similarly situated state contractors, will be routinely reviewed to determine whether things such as criminal history or continuous connections to the government or political apparatus of a foreign adversary might prevent the applicant, employee, or contractor from being able to maintain the security or integrity of the infrastructure. A foreign adversary is a nation listed in 15 C.F.R.
  • 791.4. Residency Requirement:

Employees must permanently reside and work in the State of Texas.
