Job description

At Houston Methodist, the Manager Contracting position is responsible for working cross‑functionally within the Supply Chain department and with hospital stakeholders to strategically and objectively source and contract for agreed upon materials, goods, services, and equipment in consideration of their total cost of acquisition including financial and other impacts to the hospital. He/she will perform complex financial analyses and research related to supply chain services and make fact‑based recommendations to key stakeholders. The position requires a strong ability to communicate and collaborate with various committees, executives, physicians, legal and risk departments, and department management and staff. The Manager Contracting is responsible for developing the annual contract work plan in coordination with Value Analysis, and for the content of supply chain contract documents prior to submission to the legal team in coordination with the Contract Administrator.

The manager position responsibilities include managing the daily work activities of the work unit/department staff, ensuring quality, productivity, functional excellence and efficiency while assisting management in accomplishing strategic and operational objectives. In addition, this position provides guidance to staff and is responsible for staffing, budget compliance, contributing to staffing decisions such as hiring and terminating employment, coaching and counseling employees on work‑related performance, and assisting in the development and implementation of policies and procedures to ensure a safe and effective work environment. This position also implements training, monitoring and operations initiatives that secure compliance with ethical and legal business practices and accreditation/regulatory/ government regulations.

QUALIFICATIONS
  • Education: Bachelor’s degree in Supply Chain business or related field.
  • Experience: Seven years of experience in contracting and supply chain of which three years must have been in a people management role; for internal employees seven years in contracting and supply chain with HM performance that demonstrates leadership responsibility.
  • Licenses and Certifications (Preferred): CPCM - Certified Professional Contract Manager (NCMA) or, CTCM- Certified Texas Contract Manager - State Comptroller Certified or, CTCD- Certified Texas Contract Developer - State Comptroller Certified.

  • Demonstrates analytical, communication and presentation skills.
  • Expert knowledge of healthcare supplies, including medical/surgical supplies and equipment.
  • Proficient in Microsoft Office products and supply chain data‑mining tools; advanced spreadsheet skills, including pivot tables, VLOOKUP and managing large data sets.
PEOPLE ESSENTIAL FUNCTIONS
  • Perform management responsibilities of selection, scheduling, supervision, retention, and evaluation of employees; provide development and mentoring of staff.
  • Conduct regular department meetings, perform performance appraisals, coaching/corrective counseling, and recognition to achieve desired outcomes.
  • Facilitate and promote team dynamics and teambuilding strategies; lead department process improvements as needed.
  • Meet or exceed target goals for employee engagement indicators.
  • Direct activities concerning contracts for purchase or sale of equipment, materials, products or services; coordinate review of contract documents prior to submission to the legal team.
SERVICE ESSENTIAL FUNCTIONS
  • Plan and organize day‑to‑day operations, schedule and activities; set priorities and functional standards.
  • Drive service standards to impact department and system scores for patient/customer satisfaction.
  • Develop relationships and interact with internal stakeholders and clinicians; provide fact‑based solutions.
  • Guide contracting team efforts to present sourcing recommendations and support conversion and implementation efforts.
QUALITY/SAFETY ESSENTIAL FUNCTIONS
  • Ensure a safe and effective working environment; monitor and revise the department safety plan and regulatory guidelines.
  • Use information systems to enhance operations; support performance improvement and data management/analysis functions.
  • Promote safety by monitoring workflow, reporting adverse events immediately and collaborating to find solutions.
  • Monitor compliance with policies, procedures, and HR standards of practice.
  • Monitor and influence supplier performance and service levels.
FINANCE ESSENTIAL FUNCTIONS
  • Assist in developing the department budget and ensure operations are cost‑effective; manage and audit expenses within approved budget parameters.
  • Develop staffing plans and meet patient needs while ensuring cost‑effectiveness.
  • Implement strategies to achieve financial targets and staffing needs, optimizing productivity and minimizing overtime.
  • Review contracts to identify savings opportunities and mentor team to support favorable pricing negotiations.
GROWTH/INNOVATION ESSENTIAL FUNCTIONS
  • Identify and implement innovative solutions for practice or workflow improvements; lead unit projects and other governance activities.
  • Evaluate processes, recommend action plans, and follow through to ensure sustainable change.
  • Build strategic relationships to achieve business goals.
  • Identify developmental needs and take appropriate action; maintain career discussions and development plans.
