Job summary

NAVSUP FLC Puget Sound is seeking a Purchasing Agent in the Contracting Department to support procurement activities, market research, and complex purchasing tasks. You will apply contracting principles and NAVSUP policies to acquire items up to the simplified acquisition threshold.

The role requires effective communication, attention to deadlines, and collaboration with customers and team members in a military-supported environment.

Qualifications

  • One year of specialized experience in purchasing equivalent to GS-09 or pay band.
  • Knowledge of FAR, DFARS, NMCARS and NAVSUP policies for acquisitions up to SAT.
  • Ability to communicate effectively, orally and in writing.

Responsibilities

  • Analyze price reasonableness to ensure contracts/orders are fair and reasonable.
  • Use SPS to develop and award simplified acquisitions and place orders under existing contracts.
  • Conduct market research and problem solving for both common and specialized items/services.
  • Provide guidance to lower level purchasing agents and participate in procurement reviews.
  • Coordinate with customers to prioritize work packages to meet deadlines.

Summary

You will serve as a Purchasing Agent in the Contracting Department of NAVSUP FLC PUGET SOUND.

You will serve as a Purchasing Agent in the Contracting Department of NAVSUP FLC PUGET SOUND.

Requirements

Your resume must demonstrate at least one year of specialized experience performing purchasing work equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector applying a practical knowledge of a wide range of technical methods, principles, and practices to perform complex purchasing work involving specialty manufacture of unique equipment, developing criteria/technical ranking factors for purchases of a variety of requirements, and/or resolving claims and terminations. You should also have experience utilizing an extensive knowledge of contracting principles, methods and techniques, laws, statutes, rules and regulations that govern Navy contracting operations, such as: Federal Acquisition Regulations (FAR), Defense FAR Supplement (DFARS), Navy Marine Corps Acquisition Regulation Supplement (NMCARS), Naval Supply Systems Command (NAVSUP) acquisition policies and procedures and FLCPS Contracting Department policies and procedures, for acquisitions (e.g., orders, modifications) up to the simplified acquisition threshold (SAT). You should be able to communicate well both orally and in writing.

  • 1) Analyzing price reasonableness using various methods to ensure award of contracts/orders at fair and reasonable prices;
  • 2) Utilizing the Standard Procurement System (SPS) to develop and award simplified acquisition purchases and place orders under existing contracts;
  • 3) Performing research analysis and problem solving using market research, relating to both commonly purchased commercial items and specialized items/services;
  • 4) Utilizing the procurement process to conduct reviews and provide guidance to lower level purchasing agents;
  • 5) Understanding in customers' practices and activities in order to coordinate work packages to prioritize and meet deadlines.
