Job summary

City of Salem Public Works Department seeks a Pumps & Controls Supervisor to lead the team operating and maintaining essential utility infrastructure for Salem-Keizer. The role guides 21 water pump stations, 19 reservoirs, 30 lift stations, and SCADA systems across the water and wastewater network.

You will manage budgets, coordinate with contractors, and ensure safe, reliable service with a flexible schedule and occasional remote work with manager approval.

Qualifications

  • Associate degree in engineering technology or related field and five years of supervisory experience.
  • Oregon Driver license (or ability to obtain) and driving record meeting standards.
  • Valid Oregon Limited Maintenance Electrician license or ability to obtain within six months.
  • Experience with pumps, control systems, and water/wastewater infrastructure.

Responsibilities

  • Lead a team of 12 technicians operating and maintaining water and wastewater systems.
  • Oversee pump stations, reservoirs, and lift stations, including SCADA coordination.
  • Plan budgets, procure materials, and work with contractors and vendors.
  • Recruit, train, and evaluate personnel; respond to emergencies and outages.

The City of Salem Public Works Department is looking for a Pumps & Controls Supervisor that will lead the team that operates and maintains the crucial utility infrastructure that supplies the Salem-Keizer metropolitan area with safe drinking water and collects wastewater and conveys it to the Willow Lake Pollution Control Facility for treatment. This is a vital service that sustains the health and welfare of the entire community. What you will do:

You will lead a team of 12 technical and vocational professionals that operate and maintain the backbone of the City of Salem’s water distribution and wastewater collection systems, including:

  • 21 Water Pumps Stations
  • 19 Water Reservoirs
  • 30 Sewer Pump (Lift) Stations
  • Pumps & Controls at the Geren Island Water Treatment Facility
  • Pumps & Controls at the Aquifer Storage Recovery Facility
  • Landscape maintenance of water distribution and wastewater collection facilities
  • City’s Waste Processing Facility (septage/leachate receiving, hydrovac wastes, street sweepings, construction debris)
  • Central SCADA system, with instrumentation, monitors, controls, and telemetry

  • A flexible schedule may be available based on manager approval, normal working hours are Monday through Friday between the hours of 6:30 a.m. – 3:00 p.m. Occasionally, work may be required outside of normal working hours. A remote work option is available one day per week, with manager approval.

What are the minimum qualifications?
  • Must pass the pre-employment background check.
  • Must have, or can obtain, an Oregon Driver license and a driving record that meets the City of Salem's driving standards.
  • Must possess a valid Oregon Limited Maintenance Electrician (LME) License, or can obtain one within six months, if applying from out-of-state.
  • Associate degree from an accredited college or university, or graduation from an accredited technical/vocational program in a related field to program assignment (i.e., engineering technology, electrical/electronics, HVAC, plumbing, etc.), and five years of supervisory experience in a related field, or any combination of education, experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
  • Additional education, certifications or licenses may be required or preferred depending on the position (and must be maintained throughout employment)
Preferred Qualifications (Not required to apply):
  • Oregon Health Authority (OHA) Water Distribution Operator and/or Water Treatment Operator Level 1, 2, 3, or 4 certifications
  • Oregon Department of Environmental Quality (DEQ) Wastewater Collection Systems Operator and/or Wastewater Treatment Level 1, 2, 3, or 4 certifications
  • Knowledge and experience working with a SCADA system with an understanding of associated instrumentation, monitoring, and telemetry
What you will bring along:
  • Knowledge, skills, qualifications, and experience in the operation and maintenance of motors, submersible pumps, variable frequency drives, actuators, valves, monitors, sensors, and other equipment related to the operation of water pump stations, sewer pump (lift) stations, and water reservoirs
  • Knowledge and understanding of the operation of a SCADA system and associated monitors, sensors, and communications telemetry
  • Knowledge and training working with a Limited Maintenance Electrician’s license, safely working in confined spaces, protecting against arc flash, and preventing exposure to bloodborne pathogens
  • Ability to plan, prioritize, and direct the work of a team of technicians dedicated to the operation and maintenance of the pump stations and reservoirs of the City’s water and wastewater system
  • Ability to create operating budgets, track expenditures, purchase materials, and work with contractors, vendors, and consultants.
  • Ability to recruit, hire, mentor, coach, train, evaluate, and discipline personnel, as needed; and
  • Ability to respond to unplanned urgent and emergency situations, such as equipment failures, water main breaks, sanitary sewer overflows, power outages, floods, and other incidents
