About The Texas Energy Fund Division

The Texas Energy Fund (TxEF) Division manages the implementation, administration, and oversight of multiple loan and grant programs that support the construction, maintenance, modernization, and operation of electric generating facilities across Texas. Established by the Texas Legislature through Senate Bill 2627 and approved by Texas voters, the Texas Energy Fund was created to strengthen grid reliability and ensure the state's growing energy demands are met through strategic investment in dispatchable generation resources.

Through these programs, the division administers billions in funding opportunities for eligible entities both within and outside the ERCOT power region. Each program is governed by Commission approved rules and requires rigorous financial, technical, and compliance oversight to ensure responsible stewardship of public funds. The Texas Energy Fund (TxEF) Division is seeking a TxEF Program Specialist to perform advanced to highly advanced program administration and coordination work supporting the implementation and oversight of TxEF programs. This position will play a key role in regulatory and program compliance, policy development and implementation, process improvement, vendor and contract oversight, and executive reporting. The ideal candidate will be a collaborative and analytical professional who can evaluate complex requirements and processes, coordinate cross-functional initiatives, identify opportunities for greater efficiency and consistency, and develop recommendations that support effective program operations.

The ideal candidate should possess the following minimum qualifications. Applicants must meet all the required minimum qualifications to be considered for this position.

Program Specialist V

• Graduation from an accredited college or university with a bachelor's degree or higher; and
• Three years of full-time, paid professional experience in program administration, program coordination regulatory or compliance activities, policy implementation, process improvement, contract or vendor oversight, or other closely related program work.
• Additional related experience may be substituted for the required education on a year-for-year basis.

Program Specialist VI

• Graduation from an accredited college or university with a bachelor's degree or higher; and
• Four years of full-time, paid professional experience in program administration, program coordination regulatory or compliance activities, policy implementation, process improvement, contract or vendor oversight, or other closely related program work.
• Additional related experience may be substituted for the required education on a year-for-year basis.

Preferred Qualifications

• Experience supporting or administering a state or federally funded grant, loan, or other Contract Management programs.
• Experience interpreting or applying statutes, rules, policies, funding agreements, or other regulatory or program requirements.
• Experience developing, reviewing, or implementing policies, procedures, standard operating procedures, or process improvements.
• Experience with contract or vendor oversight, regulatory compliance, audits executive reporting, or program performance monitoring.

WORK SCHEDULE

The PUCT operates on a standard work schedule of Monday through Friday, 8:00 a.m. to 5:00 p.m. Employees may request an alternative work schedule in accordance with the PUCT's Alternative Work Schedule Policy. Approval of such requests is based on business needs and management discretion and is not guaranteed.

Newly hired employees are required to complete a waiting period before becoming eligible to telecommute. After 30 days of employment and with supervisor approval, a new hire may telecommute up to one day per week. After 90 days of employment and with supervisor approval, a new hire may telecommute up to two days per week. Supervisors may require new hires to report to the office more frequently if necessary to support training, performance, or business needs.

Starting salary will be determined based on the selected candidate's qualifications and experience within the advertised salary range. The salary of an ERS retiree or non-contributing member may be 6% less than the recommended salary.

Internal Applicant Eligibilty Requirements

• Newly hired employees must successfully complete their six-month probationary period and have a satisfactory performance review on file before becoming eligible to apply for other positions within the PUCT.
• Employees who transfer to a new position or division must remain in their new role for at least six months and have a satisfactory performance review before applying for another position within the PUCT.
• Employees are not eligible to apply for positions within their classification series in their current division. This restriction does not apply for supervisory positions within the same classification series. Advancement within a classification series in the same division occurs through the promotional process based on demonstrated performance at the high level.
