GENERAL STATEMENT OF DUTIES

Performs skilled electrical and electronic work in the installation, maintenance, and repair of traffic signals, controllers, street lighting systems, and related municipal electrical equipment. Duties include troubleshooting complex electrical and electronic systems, repairing live circuits, installing and splicing cable and fiber optic networks, programming controllers, and ensuring compliance with applicable codes and City standards. Work may be performed independently or under the direction of the Traffic Signal Foreman, with leeway for judgment and initiative.

EXAMPLES OF ESSENTIAL FUNCTIONS (Illustrative only)

• Install, maintain, troubleshoot, and repair traffic signals, controllers, streetlights, traffic detection systems, fiber optics, and related electrical/electronic systems.
• Diagnose and repair complex circuitry and solid-state components, including conflicts monitors, detectors, and circuit boards.
• Program and upgrade traffic controller software.
• Inspect, maintain, and install department infostructures.
• Operate aerial lift trucks, trenchers, backhoes, end loaders, tractor/trailers, concrete saws, air hammers, and related tools and heavy equipment.
• Respond to Iowa One-Call location requests, and emergency service calls on a rotating basis (nights, weekends, holidays).
• Supervises and inspects work done under contracts to ensure all materials used and work performed complies with plans and specifications.
• Confers with factory representatives concerning modifications to performance and maintenance of equipment.
• Recommends equipment needs and addresses design problems.
• Perform electrical maintenance in trenches, on uneven ground, and at unprotected heights up to 70 feet, often in high-traffic areas, and all-weather conditions.
• Read and interpret blueprints, electrical schematics, diagrams, and plans; test and inspect installations for conformance with standards.
• Maintain detailed daily logs, records, and reports of work performed.
• Attend meetings, training, and construction inspections to remain current in traffic operations technologies and electrical licensing.
• Perform all duties in accordance with City policies, OSHA standards, and departmental safety rules.
• Perform all other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

• Comprehensive knowledge of standard practices, tools, and terminology of the electrical and electronic trades.
• Knowledge of the National Electrical Code, MUTCD Manual, and NEMA Traffic Signal Standards.
• Knowledge of occupational hazards and safety precautions related to electrical and electronic systems.
• Ability to diagnose, repair, and maintain complex traffic signal systems, fiber optics, and network cabling.
• Ability to program and troubleshoot controllers.
• Ability to read and interpret specifications, diagrams, and blueprints.
• Ability to operate specialized testing equipment, tools, and heavy machinery safely.
• Ability to work independently with minimal supervision and exercise sound judgment in problem-solving.
• Ability to maintain accurate and thorough records.
• Strong communication skills to work effectively with supervisors and coworkers.

ACCEPTABLE EXPERIENCE & TRAINING

• High school diploma/GED
• Journeyman electrician with a minimum one year of experience, supplemented by studies in electrical shop work or other vocational school (verification required).

OR

Minimum four (4) years as an electronics technician apprentice and one (1) year performing electrical work

• Iowa Class A or B Driver's License and good driving record based on City of Waterloo driver performance criteria.
• Considerable experience in traffic signal maintenance and repair.

ESSENTIAL PHYSICAL ABILITIES

• Sufficient strength and agility to lift/maneuver heavy objects (including mast arms weighing 60-70 lbs).
• Adequate speech, hearing, and vision (that includes color vision and depth perception) to perform diagnostics, operate vehicles, and communicate effectively.
• Ability to climb ladders, work from scaffolding, operate at heights up to 70 feet, and work in trenches or confined spaces.
• Sufficient mobility that permits the employee to operate required equipment safely in all types of weather.

MISCELLANEOUS

• Must wear PPE (safety shoes, arc flash clothing, glasses, gloves, hearing protection, hard hat, etc.).
• Must comply with the City of Waterloo Residency Policy for Critical Employees (must live within 30 miles of City Hall).
• Must maintain a telephone number for emergency contact.
• Must submit to DOT drug and alcohol testing, background investigation, physical exam, and panel interview.

WORK SCHEDULE

Generally, 7:00 am to 3:00 pm Monday through Friday with a 20-minute paid lunch break. Required to respond to emergency calls evenings, weekends, and holidays on a rotating basis. Limited overtime.
