Summary

Responsible for the inspections of public improvement construction of streets, utilities, sidewalks, and drainage for compliance with local, state, and federal code, regulations, and specifications. Ensures compliance with all city specification and standard in conjunction with construction activities within all city right of ways and certain private improvements.
Essential Functions and Other Important Duties

Essential Functions:

  • Assists in leading a team of Public Works Inspectors and leads inspection work on ROW Construction Management permits in conjunction with the Senior Public Works Inspector and Public Works Inspections Manager
  • Assists management in training, performance management, and discipline
  • Inspects and observes construction activities on a daily basis
  • Attends and provides input during pre-design and at pre-construction meetings
  • Compiles necessary documents and creates project construction files
  • Monitors administrative activities prior to active construction
  • Inspects and compares material deliveries to approved materials list and submittals
  • Inspects and compares trench safety means and methods to approved plan
  • Inspects for proper survey and stacking
  • Reviews traffic control plans and coordinates lane and road closures for the street construction report
  • Assists in the coordination of in-house crews for taps and tie in points
  • Coordinates with Watershed Protection on inspection and enforces erosion control measures at construction sites during construction
  • Coordinates and schedules requested inspections
  • Performs and monitors the testing of construction materials
  • Collects and conveys information for approval of needed changes to approved project plans
  • Obtains proper documentation associated with all changes
  • Processes and tracks monthly estimates on capital improvement projects
  • Compiles and maintains detailed project records including daily reports and other documentation as needed
  • Responds to citizens' concerns as they relate to construction sites and right of ways
  • Assists in training subordinates in all phases of site inspection work in the best and safest methods of accomplishing tasks, primarily through on-the-job training or individual instruction
  • Inspects construction methods and right-of-way restoration of in-house and franchise utility crews
  • Promotes safety of the inspection team on assigned projects
  • Reports violations of work rules and other matters requiring discipline to supervisor
  • Maintains regular and punctual on-site attendance

Job Requirements

Minimum Qualifications / Acceptable Equivalency:

  • High school diploma or GED equivalent
  • Five years of experience related to the Civil Engineering Field (i.e. drafting, surveying, utility construction, or construction technology)
OR
  • High school diploma or GED equivalent
  • One year of college/trade school related to drafting, surveying, utility construction, or related technical curriculum
  • Four years of experience related to the Civil Engineering Field (i.e. drafting, surveying, utility construction, or construction technology)
OR
  • Any combination of education, experience, and/or certifications that will provide the necessary knowledge and skills to be an effective Public Works Inspector
Core Competencies:
  • Ability to communicate effectively both verbally and in writing
  • Ability to form and maintain effective relationships with co-workers and customers
  • Proficient skill in reading and understanding engineering plans and specifications
  • Thorough knowledge of construction standards and specifications
  • Thorough knowledge of applicable inspection methods procedures and techniques
  • Ability to manage time and schedule daily activities
  • Ability to operate and maintain a motor vehicle
  • Knowledge of computer programs such as Windows, Microsoft Office and Procore
  • Knowledge of applicable testing methods, processes and procedures
Conditions of Employment:
  • Must have and maintain a valid Class C Driver License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class C driver license and state required minimum automobile liability insurance within 90 days of hire per state law)
  • Must pass a drug test, driver's license check, criminal history background check, and social security number verification check
  • Must pass a physical examination
  • Must be able to lift up to 50 lbs. and maneuver around construction sites
  • Must be able to work overtime when requested
  • Must attend and successfully complete the City's Defensive Driving Course (DDC) as soon as possible after employment
Preferences:
  • Preference will be given to candidates with a curriculum in Civil or Environmental Engineering or Engineering Technology
  • Prior public works construction and or inspections experience
  • Bilingual in Spanish and English
