  • Grounds Operator III: Pay Grade 5, $29.940 - $37.425 - $44.910
Job Description

The Grounds Maintenance Operator is an hourly/non‑exempt position that performs a variety of duties involved in the daily operations of the Public Works Department. This position will be expected to operate a variety of equipment in the areas of maintenance, repair, construction, and replacement of Town owned sidewalks, recreation paths, parks, buildings, grounds, playgrounds, sport facilities, cemetery system, and streets. There are three levels to the Streets Operator position, Level One, Two and Three. If offered a position with the Town of Frisco, the offer will be made based on the interview and relevant experience.

Responsibilities
  • Operates Town equipment as directed by supervisor including motor grader, dump truck, wheel loader, skid steer loader, street sweeper, municipal tractor, backhoe, pick‑up truck, utility vehicle and other related heavy equipment.
  • Operate equipment and power tools related to landscape maintenance, hand and power tools for daily maintenance, repair, and construction.
  • Will handle basic daily maintenance of equipment.
  • During the winter, responsible for snow removal and de‑icing on all Town owned streets, sidewalks, recreation paths, parking lots, and performs ice rink maintenance.
  • Maintains a clean and safe work environment.
  • Performs all duties in conformance to appropriate safety and security standards.
  • Attendance at work is an essential function of this position.
  • Provides preventative equipment maintenance inspections such as pre/post trips, checking fluids, reports problems to Fleet Supervisor and Vehicle Technicians.
  • May be required to supervise seasonal employees.
  • Performs multiple duties related to Town sponsored special events such as set‑up, tear down, trash & street sweeping.
Education
  • Required: High school diploma or GED.
  • Preferred: Additional coursework from a trade or technical school.
Computer Operations
  • Preferred: Knowledge of Microsoft Outlook, HRIS, and other basic computer operations.
  • Preferred: Basic understanding of GIS applications and ability to enter data into asset management software applications.
  • Required: Proficient with Outlook, Excel, and Word.
  • Required: 2+ years of experience with an HRIS.
Licenses, Certifications Or Accreditations
  • Required: CPR/First Aid (within 90 days of hire – provided by the Town).
  • Required: Valid Driver’s License.
  • Required: One of the following: Turf maintenance certification, master gardener, playground inspector, or irrigation technician as approved by Grounds Supervisor, Grounds Manager, and PW Director.
  • Preferred: CDL Class B.
  • Required: Certified Playground Safety Inspector (NPRA) and Irrigation Auditor (IA) as approved by the Grounds Supervisor, Grounds Manager, and PW Director.
  • Preferred: Certified Irrigation Technician (IT).
  • Preferred: Certified Landscape Irrigation Auditor (IA).
  • Required: Either Certified Playground Safety Inspector (NPRA) or Certified Irrigation Auditor (IA). The Town reserves the right to determine which requirements fit for this position.
Previous Work Experience
  • Less than 2 years of grounds/construction maintenance experience.
  • 2+ years of grounds/construction/landscape maintenance experience supporting Town of Frisco or 5+ years of grounds/construction/landscape maintenance experience supporting Town of Frisco.
  • Preferred – 2 (at least 1) Grounds/Landscaping certifications – Master Gardener, Applicator license, Irrigation, Playground, etc., or relevant as deemed applicable.
  • Required: 2+ years of snow removal operations.
  • Required: 8+ years of related grounds/construction/landscape maintenance experience and 2+ years of commercial irrigation experience or 2+ years of turf management experience.
Other
  • Required: At least 18+ years old.
  • Required: Ability to pass a background check.
  • Required: Ability to pass a pre‑employment physical.
  • Preferred: Working knowledge of the principles, methods, materials, and equipment common to municipal public works operations.
  • Required: 21+ years of age to tow utility trailer with Town vehicle.
Physical Demands
  • Weight – Lifting up to 100 pounds, Reaching with hands and arms, using hands to finger, hands to feel, climbing or balancing, stooping, kneeling, crouching or crawling, talking or hearing, tasting or smelling, all levels up to 10/25/50/100 pounds.
  • Indoor/Outdoor: 100% Outdoor.
  • Hazardous Materials or Noise: High risk – possible contact with various chemicals. Exposure to sun, heat, cold, dust, oil, grease and other conditions and chemicals commonly found in a public works environment.
  • Holidays/Weekends/Evenings: Must be able to work a flexible schedule including weekends, holidays, nights, special events, and on call. Typical summer schedule is Monday – Friday, 6:00am – 4:30pm. Typical winter schedule is 6am – 2:30pm but can vary depending on weather/storm.
Equipment Used In Job
  • Must be capable of operating a variety of equipment, hand & power tools normally found in Public Works operations. Must be capable of safely maneuvering all vehicles and equipment. Must have the ability to work at heights 0-85 feet above ground.
