Title: Public Works Full-Time Laborer

Reports to: Public Works Superintendent. May take direction from Assistant Superintendent in absence of the Superintendent or as delegated by the Superintendent.

Hourly Pay Range: Starts $19.27 - Maximum $24.09

General Description: This is a full-time, entry-level position that will be required to work overtime, evenings,

weekends, or respond to after-hours calls when needed. This position performs a variety of manual, semi-skilled and skilled duties and responsibilities associated with the maintenance, construction, and renovation of village owned streets, sidewalks, cemetery, buildings and parks.

Typical Working Conditions: Work is regularly performed in an outside environment. The Laborer drives on

Village streets and operates machinery on all Village streets and grounds. Traverses uneven terrain on foot. May be exposed to traffic and construction hazards, fire hazards, electrical currents, air contaminants, adverse

weather conditions, temperature and noise extremes, wetness, humidity, heights, confined spaces, fumes, dusts, odors, toxic or caustic chemicals, pathogens, solvents, grease/oil, vibration.

Job Functions

  • General
  • Drives and operates various vehicles and equipment, including but not limited to: trucks, dump truck, bucket truck, tractors and mowers.
  • Performs various standard tasks using manual and powered equipment including, but not limited to: drills,

power saws, shovels, rakes, pitch forks, mowers, broom, string trimmers, transit, wheel barrows, tampers,

compressors, chippers, chainsaws and jackhammers.

  • Receives training in the operation and care of vehicles and equipment.
  • Observes and promotes all established safety procedures.
  • Cleans, organizes, and maintains vehicles, facilities, tools, and equipment.
  • Assists with performing general and preventative maintenance on all vehicles, equipment and facilities as

appropriate.

  • Transports equipment, tools, and materials to and from job sites.
  • Loads and unloads materials from trucks.
  • Stocks vehicles with necessary equipment and material.
  • Keeps Public Works Superintendent informed of unusual or detrimental conditions including equipment

malfunctions and process problems.

  • Assists with special events, including set up and tear down of equipment, traffic control, site clean-up.
  • Performs tree trimming, brush pickup and storm cleanup activities.
  • Streets, Highways, Curbs, Sidewalks and Right-Of-Ways
  • Assists with maintenance and repair of Village roads, curbs, sidewalks and rights-of-way. This includes, but not limited to: asphalt repairs, concrete repairs and installation; such as curbs, gutters and sidewalks.
  • Assists with installation of street signs and the striping of streets and parking lots.
  • Assists with work zone traffic control, which includes setting up barricades, warning signs, cones, and flagging traffic.
  • Maintains roadside ditches, drainage areas and shoulders. This includes, but not limited to: ditching, removing weeds and applying herbicides.
  • Removes trash from right of ways, and other public spaces.
  • Snow removal upon the direction of the Superintendent.
  • Parks
  • Use of vehicles and equipment that helps in performing general landscaping work including mowing, trimming, weeding, mulching, and planting.
  • Performs general maintenance of bleachers, benches, tables, playground equipment and other park facilities

and buildings.

  • Remove trash from all park grounds.
  • Install and maintain park signage.
  • Install and maintain striping of parking lots.
  • Maintenance of walking paths.
  • Cemetery
  • Use of vehicles and equipment that helps in performing general landscaping work including mowing, trimming, weeding, mulching, and planting.
  • Stormwater Management
  • Assists with installation and maintenance of the Village storm sewer system.
  • Other
  • Performs all other duties assigned by the Public Works Superintendent or Asst. Superintendent.

The Public Works Laborer must possess the following attributes:

  • Ability to maintain a consistent teamwork mentality.
  • Ability to exercise sound judgement within areas of responsibility.
  • Ability to apply common sense understanding to carry out detailed but uninvolved written and oral instructions.
  • Ability to work in undesirable, hazardous work areas in adverse weather conditions.
  • Ability to establish and maintain a good working relationship with the general public, other departments,

vendors, contractors, OUPS, and various government agencies/officials in order to obtain or disseminate

Information Related To The Essential Functions Of This Position.

  • Knowledge of the Village of Hebron’s policies and procedures.
  • Knowledge of safe and proper use of other tools and equipment used in public works construction and

maintenance operations.

  • Knowledge of proper ground maintenance and equipment operating procedures.
  • Good oral and written communication skills.
  • Strong attention to detail, problem-solving, time management and organizational skills.

Requirements

  • Graduation from an accredited high school or GED equivalent.
  • Maintain a driving record that meets the underwriting guidelines for the Village insurer.

Typical Physical Requirements

Requires the mobility and stamina to exert strenuous physical effort in a field environment. Requires the ability to operate vehicles and heavy equipment. Walk, stand, climb, balance, stoop, kneel, crouch, crawl and reach while performing field work. Required to lift and/or move up to 25 pounds frequently and up to 100 pounds occasionally. Use hands to handle, feel or operate objects, tools and controls. Tasks require visual and sound perception and discrimination, and oral communications ability.
