Job summary

The City of Santa Rosa is seeking a Purchasing Agent to plan and manage procurement, central warehousing, and mail/courier services for City departments, reporting to the Chief Financial Officer. You will implement complex purchases and contracts while maintaining compliance with applicable laws.

The ideal candidate brings several years of public-sector procurement experience, strong negotiation and leadership capabilities, and a minimum bachelor’s degree (certification is highly desirable).

Qualifications

• Knowledge of principles, procedures, laws and regulations relating to public sector procurement and contract administration.
• Strong communication, presentation, negotiation and interpersonal skills.
• Leadership and personnel management ability.
• Bachelor's degree or equivalent in related field.
• Certification by a national purchasing organization desirable.

Responsibilities

• Plan and manage city-wide purchasing, central warehousing and mail/courier services.
• Review major purchase requisitions and prepare award recommendations to Council/Board.
• Oversee bids, contracts, and supplier performance; ensure policy compliance.
• Coordinate with City departments to align purchasing with city priorities.
• Supervise and mentor staff in the purchasing section.
