Job summary

The Department of Juvenile Justice seeks an experienced Procurement Manager to lead procurement operations agency-wide, ensuring VPPA compliance and staff supervision. Certification as a Virginia Contracting Officer (VCO) is required or must be achieved within 12 months of hire.

Experience with public procurement laws, eVA, VITA, and SBSD SWaM requirements is essential, along with strong leadership and communication skills to manage multiple priorities.

Qualifications

• Experience in procurement, purchasing, contract administration, or supply chain.
• Supervisory or team leadership experience.
• Working knowledge of public procurement laws, regulations, and purchasing procedures.
• Extensive knowledge of eVA, VITA, and SBSD SWaM requirements.
• Experience interpreting/training staff on VPPA and APSPM, VITA mandates and small purchase charge card program.
• Strong communication, analytical, and organizational skills.
• Ability to manage multiple priorities, deadlines, procurement initiatives.
• VCO certification or state employee status only.
