Job summary

Gulf Coast Protection District in Houston seeks a Director of Procurement and Contracts to lead procurement, ensure compliance, and manage solicitation and contract administration from requisition to close-out.

The role reports to the Executive Director and requires design and implementation of procurement policies, oversight of evaluation committees, and coordination with legal counsel on master service agreements and contract changes.

Qualifications

• Bachelor’s degree in business administration, public administration, finance, or related field.
• Minimum of seven (7) years of progressively responsible experience in public-sector procurement, contract administration, or a comparable compliance-driven procurement environment.
• Knowledge of Texas public procurement law (Local Government Code Chapter 252, Government Code Chapters 2254 and 2269) and federal procurement standards under 2 CFR Part 200.
• Experience managing formal, competitive solicitation processes (RFPs, RFQs, competitive sealed bids).
• Strong understanding of internal controls and segregation-of-duties principles in a public or governmental contracting environment.
• Excellent written and verbal communication skills, including experience preparing materials for governing boards or executive leadership.

Responsibilities

• Advise the Executive Director, CFO, CPM, and Board on procurement strategy as District scales into construction‑phase contracting.
• Monitor and interpret state and federal procurement law (Texas Gov't Code Chapters 2254/2269; 2 CFR Part 200).
• Manage the full RFP/RFQ lifecycle: drafting documents, legal review, CivCast posting, tracking key dates.
