Job summary

Dallas County seeks an energetic Assistant Director of Human Resources to lead HR operations in a dynamic public sector environment. You will partner with the HR Director to oversee benefits, leaves, payroll, recruitment, workers' compensation, safety programs, onboarding, compliance, and numerous HR initiatives, ensuring service excellence for County employees.

Qualifications

• Bachelor’s degree and 5–7 years of HR experience; government/public sector experience preferred.
• Extensive knowledge of HR laws, regulations, payroll, benefits, safety and risk management, recruitment, and compensation principles.
• Experience administering FMLA and employee leaves.
• Familiarity with HRIS and payroll systems; Tyler Technologies software (Tyler ERP) preferred.
• Strong communication and leadership skills; ability to manage multiple projects and deadlines.

Responsibilities

• Lead benefits administration including onboarding and offboarding, open enrollment, vendor coordination, monthly reconciliation, and regulatory compliance.
• Oversee compensation programs and employee leave management, including FMLA.
• Assist with payroll processing and act as back-up for bi-weekly payroll operations.
• Oversee workers' compensation, OSHA reporting, and safety training program support.
• Administer COBRA, maintain HRIS data, and support ACA reporting.
• Support policy development and HR initiatives in collaboration with the HR Director.
• Act as Acting HR Director in the Director's absence; ensure continuity of leadership.
• Build relationships with internal/external partners, vendors, and regulatory agencies.
