Job summary

Deloitte GPS is seeking an Engineering Delivery Manager II for the GPS HST Technology team in the United States. You will lead eligibility system transformations, oversee performance and scalability, and coordinate upgrades and integrations with related systems.

You will manage project plans, timelines, budgets, and stakeholder engagement, mentoring developers and analysts while promoting Agile/DevOps practices for continuous delivery.

Qualifications

• 10+ years of consulting and/or industry experience.
• Experience with state public assistance systems supporting eligibility and benefits determination.
• Experience with eligibility determination, benefits calculation, or information management.
• Ability to travel 0-20% on average.
• Bachelor's degree required.

Responsibilities

• Manage the lifecycle of eligibility and enrollment public assistance programs.
• Oversee application performance, reliability, and scalability.
• Coordinate system upgrades, patches, and enhancements.
• Ensure integration with related systems (MMIS, HIX/Marketplace).
• Lead and manage projects related to eligibility system transformations and modernization.
• Develop project plans, timelines, and budgets.
• Coordinate with vendors, system integrators, and internal IT teams.
• Monitor project risks, issues, and dependencies.
• Engage with business stakeholders and policy teams to gather requirements.
• Translate policy and regulatory requirements into system functionality.
• Act as liaison between technical teams and business users.
• Manage and mentor application developers, analysts, and support staff.
• Promote Agile/DevOps practices for continuous delivery and improvement.
• Ensure workload planning and team performance.
• Oversee reporting and analytics related to enrollment, eligibility, and compliance.
