Job summary

The Oregon Liquor and Cannabis Commission (OLCC) is seeking a Chief Financial Officer (Budget & Fiscal Manager 3) to oversee fiscal matters, internal controls, budgeting, and financial reporting for the agency. This role supports the Distilled Spirits, Recreational Marijuana, and Public Safety programs while reporting to executive leadership.

Based in Milwaukie, OR with potential hybrid work after training; not fully remote.

Qualifications

• Seven years of supervision, management, or progressively related experience.
• Four years of related experience and a bachelor’s degree in a related field.
• CPFO certification and CPA certification preferred.
• Experience with budgeting and financial modeling for long-term sustainability.
• Experience with data visualization and presenting financial information to executives.

Responsibilities

• Lead the formulation of all fiscal policy with agency-wide internal controls.
• Interpret and implement fiscally-related laws, policies, and procedures.
• Manage the Financial Services Division and align with agency goals.
• Oversee agency budget preparation and administration.
• Prepare fiscal impact statements for laws and major actions.
• Oversee the agency’s public procurement functions.
• Act as primary fiscal consultant and spokesperson on fiscal matters.
• Serve on the Executive Leadership Team.

Education

Bachelor’s degree in related field

Master of Business Administration degree preferred
