Job summary

3CDC is seeking a Public Safety Manager to oversee safety, quality, and operations across Fountain Square, Washington Park, and other Civic Spaces in Cincinnati. This role focuses on safety standards, community outreach, and exceptional customer experience in busy urban spaces.

The ideal candidate has a strong background in safety, security, and public space management, with leadership experience and excellent communication. This is a second-shift role serving the downtown area.

Qualifications

  • Bachelor’s degree preferred or relevant experience in safety, security, quality-of-life and outreach programs.
  • Ability to interact well with all levels of 3CDC staff, local business owners, and community stakeholders.
  • Strong oral and written skills, having the ability to communicate with a diverse audience including board members, staff, community stakeholders, business leaders, and employees.
  • Ability to utilize company software and document/report information appropriately and timely.
  • Positive attitude, highly motivated, professional, resourceful, and collaborative.
  • Proactive problem-solving skills with a track record of customer service and the ability to de-escalate conflict.

Responsibilities

  • Maintain key relationships with CPD in District 1 and Central Business District units, 311- Community Responders, and other City Safety Partnerships.
  • Manage off-duty CPD scheduling, reporting, and on-site SOP and performance; coordinate coverage with Event Planning to fill shifts.
  • Maintain partnerships with Cincinnati Public School principals and School Resource Officers near public spaces.
  • Identify safety and quality of life issues and coordinate resources to address them.
  • Serve as a visible leader, address public concerns, and ensure swift resolution of safety incidents.
  • Ensure regular leadership presence in the field via deployments across Civic Spaces.
  • Train Civic Space Supervisors and oversee quality-of-life enforcement challenges with the Customer Experience Manager.
  • Establish and maintain clear procedures with 3CDC’s Safety Operations Center.
  • Track and report on incident and police reports to ensure follow-ups.
  • Conduct daily site inspections to assess cleanliness, staffing, and event quality.

Job Summary

The Public Safety Manager works on behalf of management to oversee day-to-day operations held at Fountain Square, Washington Park, Elm Street, Memorial Hall, Ziegler Park, Imagination Alley, Court Street and other potential Civic Spaces.

The seven Civic Spaces are managed to the highest standards in all aspects of physical maintenance, safety, and customer service. In a typical year 3CDC produces approximately 1100 events and hosts/facilitates an average of 250 third-party events, all of which attract millions of people to our locations. This position will work to not only plan for successful safe events but also ensure expectations are upheld on non-event days

The Public Safety Manager will be directly responsible for the overall day-to-day safety and quality of space at 3CDC managed Civic Spaces. Working with the Operations Management and Event Management Teams, the Civic Space Safety Manager will oversee safety standards across Civic Space locations, making sure the service provided is consistent and held to the highest standard. This position will help develop and implement strategies for safety and outreach to enhance the experience in these Public Spaces.

The position requires someone who is passionate about downtown Cincinnati, urban livability, vitality, and wants to enhance the overall quality of space and experience in these spaces. The ideal candidate is professional, committed, and a team player, capable of developing and implementing creative solutions to existing and future challenges. This position works primarily on the second shift.

Primary Duties & Responsibilities

Safety & Quality of Space

  • Maintain key relationships at the Cincinnati Police Department (CPD) in both District 1 and Central Business District units, 311- Community Responders, and other City Safety Partnerships.
  • Manage off-duty CPD scheduling, reporting, and on-site SOP and performance. In coordination with the Event Planning team, ensure proper coverage is requested and work with CPD to get shifts filled.
  • Maintain partnerships with Cincinnati Public School principals and School Resource Officers within proximity of public spaces to ensure a safe environment and student accountability.
  • Proactively identify safety and quality of life issues and coordinate resources to address issues.
  • Serve as a visible and accessible leader, addressing public concerns, and ensuring swift resolution of safety-related incidents.
  • Ensure consistent leadership presence in the field by maintaining a regular schedule of visits to deployment routes, coverage areas, and throughout the 3CDC managed Civic Spaces.
  • Work collaboratively with Civic Space Supervisors and Customer Experience Manager to train and provide oversight of quality-of-life enforcement challenges in public spaces.
  • Work collaboratively with 3CDC’s Safety Operations Center to establish and maintain strong communication and clear procedures around challenged locations with clear expectations and escalation protocols.
  • Track and report on incident reports, police reports, and other reporting platforms to ensure incidents are adequately addressed in the moment, and through training and retraining when necessary.
  • Regularly assess spaces for physical cleanliness and organization, staffing, and event quality through daily site inspections.

Staff Management & Accountability

  • Provide clear expectations and performance management for full-time and seasonal staff across assigned shifts.
  • Deliver timely coaching, corrective action, and disciplinary documentation, including verbal warnings, write-ups, probation, and termination, and completion of Personnel Action Forms.
  • Ensure immediate and accurate reporting of liability issues, including incident reports, drug testing, and workplace injuries.
  • Monitor attendance, performance, and safety compliance, reporting through established channels.
  • Conduct regular check-ins with Field Coordinators, Supervisory staff, and leadership to review performance, staffing needs, and operational priorities.
  • Models professional and courteous interactions with community members and employees.
  • Customer Service Standards- ensure customer services standards are met and exceeded in all civic spaces.

Event Oversight & Coordination

  • Implement Emergency Preparedness plan and standard operating procedures.
  • Collaborate with Site Supervisors and Customer Experience Manager to ensure civic spaces are prepared for efficient event logistics.
  • Support event logistics during large-scale events, team PTO, and/or position vacancy (including, but not limited to: Opening Day, Light Up the Square, BLINK, Cincinnati Music Festival).
  • Support Holiday Lighting Planning and Installation across all Civic Spaces.
  • Support the Activation & Operations team during the winter season, including Ice Rink Operations and key event dates.
  • Work collaboratively with Civic Space Supervisors and Customer Experience Manager to train and provide oversight of Customer Service Standards, driving patron experience.
Qualifications, skills and/or specialized knowledge:
  • Bachelor’s degree preferred or relevant experience in safety, security, quality-of-life and outreach programs.

Physical and Mental Demands:
  • Position is 85% frontline supervision, 15% office.
  • Must be willing to work in various outdoor weather conditions.
  • Must be able to lift at least 50 lbs.
  • May be required to stand for 8-hour shifts while managing employees.
  • Digital dexterity and hand/eye coordination in operation of office equipment.
  • Able to speak and hear employees on the phone or in person.
  • Body motor skills enough to enable employee to move around the office environment.
  • Additional mental requirements: compare, decide, direct, problem-solve, analyze, instruct, and interpret.
  • The ability to work well under stress.
