Education and Experience

Bachelor's Degree or higher in Information Systems, Computer Science, Business Administration, Engineering, or related field and eight (8) years of progressively responsible experience in project management of large-scale systems or services within an IT environment; including three (3) years in a management or supervisory capacity.

Licenses and Certificates

Valid Texas Class "C" Driver's License or equivalent from another state by time of appointment. Project Management Professional (PMP) credential from the Project Management Institute is required within six (6) months of appointment to the position.

Special Requirements

Must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check within the first six months from hire and maintain CJIS eligibility. CJIS requirements are related to system access and the following list of convictions and/or deferred adjudications will result in failure of the CJIS background check and disqualification and/or termination of employment: Felony convictions, Felony Deferred Adjudication, Class A or B Misdemeanor Deferred Adjudication, Class A or B Misdemeanor convictions, any open arrest for any criminal offense (Felony or Misdemeanor), and family violence convictions.

Under general direction, develop, implement, and oversee highly complex technology projects for public safety operations. Contribute to strategic planning, and project management initiatives, and advise leadership on technology decision-making to ensure systems effectively enhance emergency response, law enforcement, and community safety.

Develop, implement, and oversee a comprehensive public safety technology strategy aligned with the organizational goals of the El Paso Police and Fire Departments. Involves: Facilitate the implementation of project governance, such as leading the implementation and coordination of the Police Governance Committee and assisting in the execution of the committee directions. Lead initiatives to modernize technology systems and improve operational efficiencies, under the direction of the Police Governance Committee, Provide guidance to senior leadership on emerging public safety technologies. Oversee the implementation, and operational transition of systems such as emergency communication networks, body-worn cameras, surveillance systems, and GIS tools. Ensure interoperability between various public safety and emergency response systems. Coordinate with the Department of Information Technology Services (DoITS) to implement cybersecurity measures to protect sensitive public safety data. Work closely with public safety agencies, including police, fire, and emergency medical services, to assess technological needs. Serve as a liaison between DoITS, external IT departments and public safety. Plan, organize, direct, analyze and review operation of police information systems in coordination with the City's Department of Information Technology Services (DoITS).

Lead large-scale technology projects from initiation to completion, including budgeting, resource allocation, and timeline management. Involves: Monitor project progress and provide regular updates to stakeholders. Ensure compliance with local, state, and federal regulations. Coordinate with DoITS on special technical support and maintenance requirements. Manage the cost and schedule, of the public safety technology systems and administration programs. Facilitate IT asset management, including maintenance of component inventory and related documentation. Prepare implementation strategies, coordinate upgrades and testing of user system installations, and recommend improvements. Facilitate the development and implementation of short-term, long-term strategic goals and the development of a strategic plan to ensure infrastructure meets existing and future requirements, consistent with City and Department strategic plans.

Facilitate the development and delivery of training programs to ensure effective use of public safety technologies. Involves: Forecasts work breakdown structures and breaks down features into user stories across multiple enterprise systems and platforms to include large integration efforts. Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety-related training and skills. Coaches team members on project methodology and processes.

Represent the department. Involves: Attend various meetings and conferences and interact with a wide range of officials, department directors, coworkers, and the public. Advise city officials and executives in a timely manner of situations or issues that have or could lead to deviation from expected results and recommend appropriate solutions or options. Conducts research and provides analysis to executive leadership and other departments as required for special projects.

Supervise assigned personnel. Involves: Supervise directly and through subordinate supervisors. Schedule, assign, and check work. Appraise employee performance and review evaluations by subordinate supervisors. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants and recommend hire. Recommend termination, transfer, discipline, and other employee status changes.
