Job summary

The City of Aurora seeks a Public Safety Accountability Manager to lead the Public Safety Accountability Division, providing civilian oversight across police, fire, and related programs. You will monitor investigations, assess policies, and prepare reports to strengthen transparency and accountability.

Ideal candidates have a Bachelor’s degree and at least six years in civilian oversight or public safety accountability, including supervisory experience.

Qualifications

• Bachelor’s Degree in Criminal Justice, Public Administration, Public Policy, Political Science, Law, Sociology, Organizational Leadership, or a closely related field.
• Six (6) years of progressively responsible professional experience in civilian oversight, public safety accountability, administrative investigations, auditing, compliance, legal or policy analysis, civil rights, public administration, law enforcement oversight, or related field, including three (3) years of supervisory experience.
• Valid Colorado Driver License with acceptable driving record at time of hire.
• Preferred: Certification or training in civilian oversight, administrative investigations, mediation, auditing, compliance, or related professional discipline.

Responsibilities

• Leads the Public Safety Accountability Division with goals, work plans, procedures, performance measures, and priorities.
• Provides independent civilian oversight of complaints, investigations, use of force, officer-involved incidents, in-custody deaths, and other critical matters.
• Reviews complaint classifications, investigation processes, findings, and discipline recommendations for thoroughness and fairness.
• Coordinates complaint intake, community referrals, and explanations of processes to complainants and stakeholders.
• Develops recommended improvements to policies, procedures, training, supervision, and accountability systems.
• Prepares analyses, executive briefings, public reports, and trend analyses while protecting confidential information.
• Supervises staff, including hiring, coaching, performance management, and development.
• Manages division budget, contracts, projects, records, and administrative functions.
