Job description

Summary

These positions support assigned programs and functional areas to improve program and organizational outcomes. NASA may fill positions at any grade level and location listed in this announcement.

Duties

• Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
• Leads and coordinates technical efforts within assigned programs or functional areas and provides technical guidance on complex program matters.
• Conducts and supports advanced analysis, design, testing, and evaluation activities for complex systems and projects.
• Applies independent judgment and technical knowledge to identify, analyze, and resolve complex programmatic issues and recommends appropriate solutions.
• Provides technical advice and recommendations to program managers, project leads, and management on technical and programmatic matters.
• Participates in technical forums, boards, reviews, and working groups and represents the organization on assigned technical matters.
• Develops, coordinates, and recommends standards, technical guidance, requirements, and processes within assigned programs or functional areas.
• Coordinates technical exchanges with contractors, partner organizations, and other stakeholders to address technical issues, requirements, and program objectives.
• For supervisory positions, you will perform a full range of supervisory duties, which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-09 level, you must have:

• One year of directly related specialized experience equivalent to the GS-07 level:
• Applying relevant regulations, policies, or guidelines and coordinating with stakeholders to support program or organizational objectives.

OR

• Completed all requirements for a master's or equivalent graduate degree in an appropriate field

OR

• Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field

OR

• LL. B or J.D, if related

OR

• Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

To qualify for GS-11, you must have:

• One year of directly related specialized experience equivalent to the GS-09 level:
• Conducting analytical, policy, or program work; and
• Coordinating with multiple stakeholders or functional areas to accomplish program objectives.

OR

• Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field

OR

• Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field

OR

• LL.M., if related

OR

• Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:

• Supporting analytical, program, or technical functions; and
• Coordinating across organizational components to integrate requirements and support program objectives.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:

• Supporting complex analytical, program, or technical functions;
• Advising senior officials on complex issues; and
• Working across organizational levels to support program or mission objectives.

The full performance level (FPL) will vary based on the position in which the selectee is placed and does not default to the highest grade advertised.

Probationary Period

You may be required to serve a one-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. If selected, the requirement to serve such period will be determined by Title 5 of the Code of Federal Regulations, Part 11.
