Job summary

NASA - National Aeronautics and Space Administration in Washington, DC is seeking a Facility Operations Specialist to provide oversight and guidance to all Facility Managers on site, coordinating the Facility Manager Program and interfacing with designated NASA Monitors.

The role includes assisting with emergency preparedness, safety actions, and building maintenance, plus coordinating access for inspections and audits and, at supervisory levels, performing related personnel duties.

Job description

Summary

As a Facility Operations Specialist (FOS), you will serve as a Facility Manager Coordinator, providing oversight, guidance, and support to all Facility Managers (FM's) on site. You will provide management oversight and facilitation of the Facility Manager Program, including working with the designated NASA Technical Monitors for facilities and with the individual FMs. NASA may fill positions in any of the grades and locations listed in this announcement.

Duties
  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Act as NASA’s single point of contact to provide oversight, guidance, and support to all Facility Managers (FM’s) at assigned NASA Center.
  • Provide management oversight and facilitation of the Facility Manager Program.
  • Assist FM’s with emergency preparedness, industrial health and environmental actions, safety issues, and coordinating building maintenance.
  • Coordinate facility access to enable the Facility Operations and Maintenance Division to perform activities, conduct condition assessments and audits, and complete safety inspections.
  • Monitor the closed-loop process between Safety and Mission Assurance systems and the Computerized Maintenance Management System to record and track to closure work orders generated to correct facility discrepancies.
  • For supervisory positions, you will perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

  • A one-year supervisory probationary period may be required.
Qualifications
To qualify for GS-09 level
  • One year of directly related specialized experience equivalent to the GS-07 level:
  • Assisting with facility management activities such as identifying facility issues, coordinating with facility managers, or supporting emergency preparedness, safety, or maintenance activities; and
  • Supporting facility or equipment operations and maintenance activities, such as assisting with facility inspections, coordinating building maintenance requests, or supporting the maintenance of facilities and equipment in working order.

OR

  • Completed all requirements for a master's or equivalent graduate degree in an appropriate field

OR

  • Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field

OR

  • LL. B or J.D, if related

OR

  • Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-11
  • One year of directly related specialized experience equivalent to the GS-09 level:
  • Supporting or coordinating facility management activities involving the identification and resolution of facility issues or problems;
  • Applying technical principles and practices related to facility or equipment operations to support facility maintenance activities; and
  • Using maintenance management software or tracking systems to record and monitor work orders or facility maintenance activities.

OR

  • Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field

OR

  • Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field

OR

  • LL.M., if related

OR

  • Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-12
  • Managing or coordinating a facility management program involving the identification and resolution of concurrent facility issues or problems;
  • Applying technical principles, concepts, and practices concerning equipment, facility, or service operations to maintain facilities and equipment; and
  • Utilizing maintenance management software to track work orders, facility discrepancies, or maintenance activities.
To qualify for GS-13
  • Overseeing and implementing a facility management program involving the identification and resolution of multiple concurrent issues or problems;
  • Applying a comprehensive range of technical principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements to maintain facilities and facility equipment in good working order; and
  • Providing guidance on utilizing maintenance management software, reading floor plans and measurements.

Probationary Period
