Job summary

Qualifications

  • Experience in utility law, administrative law, and rate case proceedings.
  • Administrative hearing experience preferred.
  • Wyoming State Bar membership or ability to obtain within six months of hire.

Responsibilities

  • Serve as counsel in contested utility cases before the Commission.
  • Act as case manager for assigned proceedings, ensuring timely preparation and filing of pleadings, testimony, briefs, and documents.
  • Coordinate and advise OCA analysts and consultants in developing testimony and exhibits.
  • File interrogatories, discovery requests, and depose opposing witnesses.
  • Analyze testimony and exhibits submitted by utilities and other parties.
  • Prepare direct and cross-examination questions to illustrate issues.
  • Engage in settlement negotiations to ensure outcomes are in the public interest.
  • Appeal Commission decisions and represent the OCA in courts and before regulatory agencies.
  • Prepare and present legal briefs, petitions, motions, and oral arguments to support the OCA.
  • Provide legal and policy advice to the OCA on proposed rules, legislation, and policies.
  • Represent the OCA in rulemaking hearings and public forums.
  • Analyze and interpret proposed rules and policies and prepare written comments representing the OCA's position.
