Job summary

The Iowa Department of Revenue’s Internal Services Division seeks a Public Service Manager 2 to oversee HR and compliance functions, including recruiting, customer service, and confidentiality. The role requires balancing needs of employees, managers, customers, and leadership with professionalism and policy adherence.

The ideal candidate will lead HR across onboarding, engagement, and relations while ensuring effective operation, education, and outreach to internal customers and partners.

Qualifications

• Graduation from an accredited four-year college and six years of management-level experience in relevant fields.
• Ten years of full-time management-level work in finance, HR, or regulation, as described by state requirements.
• A combination of education and experience meeting the listed equivalencies for public-service roles.

Responsibilities

• Provides leadership in hiring, onboarding, engagement, training, and employee relations.
• Oversees policy development and ensures compliance with state and regulatory requirements.
• Manages employee investigations, discipline, and oversight of the Compliance/Disclosure unit.
• Leads HR team workflow, training, and staff development across divisions.
• Maintains high service standards for internal customers and resolves issues promptly.
• Advises leadership on workforce planning and organizational development activities.
