Job summary

The Colorado Department of Public Health and Environment is seeking an experienced Operations and Project Management Unit leader to oversee branch-wide operational activities, supervise four FTE, and drive efficiency across grantmaking, contracting, and program implementation.

Hybrid work options may be available; residency is required for Colorado residents. This role emphasizes governance, SOP development, and cross-divisional collaboration within HPCDP and PSD programs.

Qualifications

• Minimum of 8 years in program operations leadership, grant/contract governance, or related supervision.
• Experience with complex procurement, contracting lifecycles, and SOP development.
• Strong ability to implement quality improvements and standard operating procedures.

Responsibilities

• Provide branch-wide operational leadership and governance over workflows and contracts.
• Supervise Unit staff and coordinate across fiscal, procurement, and compliance teams.
• Manage grants and contracts throughout the full lifecycle including solicitations and closeouts.
• Identify risks and develop strategies to improve operational efficiency and accountability.
