GENERAL DESCRIPTION:

This employee functions as a Registered Nurse in the Women’s Health Program (WHP) at Durham County Department of Public Health (DCoDPH). The WHP includes the Family Planning (FP) and Maternal Health (MH) Clinics. This position functions as a Public Health Nurse Specialist (PHNS) in the FP Clinic at DCoDPH, focusing on the Breast and Cervical Cancer Control Program (BCCCP) and patient counseling.

DUTIES AND RESPONSIBILITIES:
  1. Participate in clinic nurse duties, administrative tasks, precepting new staff and nursing students, and follow-up on abnormal results related to breast and cervical cancer screening tests.
  2. Collaborate with community partners and providers to facilitate breast and cervical cancer screening education and referrals.
  3. Assist during physical exams and procedures (as appropriate), provide full scope contraceptive counseling, administer injections, and follow up on abnormal labs and missed appointments.
  4. Work in other clinical areas across the organization as needed.
  5. Respond to public health emergencies outside of normal hours, including outbreak investigations, staffing clinics, providing disaster relief, or other responses as directed by the Health Director.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Thorough knowledge of public health principles, general nursing, and women’s health nursing, especially contraception and family planning services.
  • Knowledge of current health disparities and community resources related to public health.
  • Ability to plan, coordinate, and oversee the work of others.
  • Good judgment and tactful communication skills.
  • Ability to work collaboratively with patients and providers.
  • Accurate documentation and interpretation of records and medical instructions.
  • Proficiency with computer skills for communication and record-keeping.
  • Flexibility to adapt to changing patient populations and program requirements.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Graduation from a four-year college or university with a B.S. in Nursing including a Public Health Nursing rotation and two years of Public Health nursing experience; or a Master’s in Public Health and graduation from a school of professional nursing with two years of professional nursing experience; or graduation from a school of professional nursing and three years of professional nursing experience including two years in Public Health nursing; or an equivalent combination of training and experience.

SPECIAL CERTIFICATIONS AND LICENSES:
  • Must be licensed as a registered nurse in North Carolina by the North Carolina Board of Nursing.
PREFERRED QUALIFICATIONS:
  • CPR certification.
HEALTH AND SAFETY REQUIREMENTS:

All employees must comply with vaccination and tuberculosis screening policies, including proof of varicella-zoster, Tdap, hepatitis B vaccinations, and TB screening, prior to employment. Proof must be submitted within seven business days.
