Job summary

Clark County Public Health Department seeks a Senior Deputy Director, reporting to the Director of Community Services and Public Health. This role oversees day-to-day operations across food safety, emergency preparedness, infectious diseases, healthy communities, drinking water, and on-site septic programs.

Qualifications

• Bachelor's degree in public health, public administration, business administration, or a closely related field.
• Seven (7) years of progressively responsible management experience in public health or related field.
• Valid driver's license and successful completion of a comprehensive background investigation.

Responsibilities

• Manages day-to-day operations of the department.
• Oversees development, revision and maintenance of departmental operating policies and procedures; submits proposals for new policies and regulations to department director for approval.
• Oversees implementation of department strategic plan; directs resource allocation across service areas; and establishes and monitors performance measures, outcomes, and program effectiveness.
• Works effectively and collaboratively with other County departments; assigns staff to serve as liaisons with County departments and ensures effective interdepartmental coordination.
• Selects, trains, supervises, coaches, and evaluates assigned managers and staff; addresses performance issues; implements corrective action and discipline.
• Serves as the department's liaison with the Human Resources Department and labor negotiation teams as management representative.
• Serves as the department's Public Records Officer and ensures compliance with public records laws and records retention requirements.
• Serves as department's HIPAA administrator.
• Leads department-wide projects assigned by the Director and presents recommendations to Director/Boards as needed.
• Ensures departmental emergency preparedness and readiness; serves in a command position within the Incident Command System as required.
• Oversees grant and contract development, negotiation, administration, compliance, and reporting.
• Ensures programs comply with applicable laws, regulations, funding requirements, and audit standards.
• Represents the Department in state, regional, and county working groups and develops partnerships.
• Supports budget development and administration and ensures programs operate within approved budgets.
• Ensures programs are culturally responsive and appropriate for the County's diverse population.
• Acts as acting department head in director's absence.
