Job summary

Calgon Carbon, a Kuraray Company, is seeking a Municipal Bids and Contracts Analyst II in Moon Township, PA. This full-time role supports complex municipal bids, contract execution, and cross-functional collaboration to ensure compliant, timely submissions.

You will coordinate with Sales, Legal, Finance, and Product Management, manage bid packages and approvals, and ensure accurate record-keeping in Ariba Contracts and related systems. Hybrid work with on-site needs.

Qualifications

• High school diploma required.
• Bachelor's degree preferred.
• 2-3 years of bid/contract experience required.
• 2-3 years of public bid and contract administration experience required.
• 2-3 years of Microsoft Office and PDF handling experience required.

Responsibilities

• Independently assess municipal solicitations, procurement portals, bid instructions, qualification requirements and deadlines.
• Coordinate bid schedules and reviews with cross functional teams to obtain timely decisions and documents.
• Lead end-to-end preparation and verification of bid packages, including bonds, forms, addenda, and customer-specific requirements.
• Manage packaging, signatures, mailing/courier logistics, delivery confirmation, and electronic uploads; mitigate submission risks.
• Own bid execution plans and milestones across multiple simultaneous bids in project systems.
• Quality-check pricing schedules, quantities, scope, terms, attachments, and submission instructions.
• Ensure submitted pricing aligns with approved quotations and grants of authority.
• Improve checklists, templates, and workflow controls; share knowledge with staff.
• Support review of awards, contracts, and purchase orders for discrepancies and resolutions.
• Coordinate required internal approvals, signatures, insurance certificates, and other documentation.
• Track documents through execution and maintain records in Ariba and other systems.
• Coordinate review of awards/terms to ensure alignment with bids; resolve inconsistencies.
• Coordinate legal reviews, signature routing, certificates of insurance, and closeout.
• Track contracts through fully executed status and maintain records.
• Maintain bid and contract files, submission evidence, and audit-ready documentation.
• Serve as a primary contact for Sales and municipal customers during bid execution.
• Assist training and onboarding; identify process gaps and propose improvements.
