Job summary

Arizona Corporation Commission (Arizona State Government) seeks a FRA Pub Util Analyst V to conduct independent regulatory analysis and provide guidance to the Utilities Division Directors and Commission. You will present testimony and contribute to ratemaking policy while mentoring junior staff.

The role requires deep knowledge of financial data analysis, GAAP, and cost of capital methods, with opportunities to influence public policy and rate decisions in Arizona.

Job Summary:

The Utilities Division recommends thoroughly researched, sound regulatory policy
and rate recommendations to the Commissioners, based on a balanced analysis of the benefits and impacts on all stakeholders and consistent with the public interest.

Job Duties:

In a team lead role, you will conduct independent research and provide advice and guidance to the Utilities Division Directors and ultimately to the Commission on complex technical and regulatory policy issues. You will present testimony at Commission hearings, open meetings, and other public forums, and actively participate in meetings relating to utility rate cases. The work involves the analysis and auditing of detailed financial data and the review of complex supporting financial information. You are further expected to provide guidance and mentor other FRA team members and staff on broad ratemaking issues.

Knowledge, Skills & Abilities (KSAs):
  • Extensive knowledge of public utility regulation and ratemaking.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and practices.
  • Group dynamics and group facilitation skills.
  • Solid experience with substantive audit testing, analysis of detailed financials, and large utility ratemaking issues.
  • Skills in statistical modeling software and Microsoft Office Programs.
  • Expertise in cost of capital using CAPM and DCF methodologies.
  • Effective and clear presentation skills for a variety of audiences.
  • Ability to explain and support recommendations clearly in writing or verbally, including in the role of expert witness.
  • Ability to review and analyze company data independently.
  • Ability to work effectively with and lead others, coordinating input from team members, and prioritizing projects.
Selective Preference(s):

While not required, a Bachelor’s degree or higher in accounting, finance, statistics, or economics is highly desired, along with prior high-level regulatory analysis experience.
