The Village is accredited by the International Commission on Accreditation of Rehabilitation Facilities (CARF) for its Adoptions, Foster Care, Mental Health, Wraparound, and Drop-In Center services. We deliver evidenced-based behavioral health services to children, youth and adults, and has long been at the forefront of culturally sensitive foster care and adoption services.

We are seeking a dedicated and experienced Psychiatrist to join our team. This role is crucial in overseeing the delivery of high-quality clinical services, ensuring that our clients receive the best possible care.

This position operates within an Adult Full-Service Partnership (FSP) Intensive Case Management (ICM) model and utilizes a non-traditional, community-based approach to psychiatric care. Consistent with the FSP philosophy, the Psychiatrist provides field-based services in locations such as clients' homes, streets, encampments, shelters, housing programs, hospitals, and other community settings. Using a street psychiatry, harm-reduction, trauma-informed, and recovery-oriented framework, the Psychiatrist engages individuals experiencing serious mental illness, homelessness, justice involvement, substance use disorders, and other barriers to treatment. Working closely with the multidisciplinary team, the Psychiatrist delivers flexible, person-centered services designed to improve engagement, promote stabilization and recovery, support housing retention, and enhance community integration.

REQUIREMENTS & QUALIFICATIONS:

1. California State Physician and surgeon's Certificate authorized by the Board of Medical Examiners of the State of California
2. Completion of a residency approved by an American Specialty Board in psychiatry or Equivalent training which the appropriate American Certifying Board formally recognizes in writing as being equivalent
3. Valid DEA License
4. Maintains Risk Evaluation and Mitigation Strategies (REMS) certification to prescribe Clozapine.
5. Evaluates individuals/clients to determine if probable cause is met to initiate detention under WIC 5150
6. Bilingual English/Spanish strongly desired
7. Maintains own professional liability insurance and acceptable child abuse and criminal clearances required
8. Current California driver's license and a driving record acceptable to the Agency's insurance carrier.[ME1]
9. Prior experience in community mental health (preferred)
10. Demonstrate medical/clinical leadership skills and experience in mental health service delivery to a broad-based individual and multi-cultural patient population including homelessness and addiction
11. Effective verbal and written communication skills
12. Possess good computer skills; familiarity with MS Word and Outlook; demonstrated ability to utilize electronic progress note system
13. Adapt to changing needs by acquiring new skills and knowledge.

DUTIES & RESPONSIBILITIES:

All of the responsibilities listed below are considered essential functions of this position. Additionally, this position is expected to ensure adherence to the core operating values and the strategic direction of the agency.

1. Performs psychiatric evaluations and screens for health-related concerns as needed
2. Develop comprehensive psychiatric treatment plans
3. Performs medication support services by evaluating the need for psychotropic medications
4. Prescribes medications and monitors their overall effect
5. May administer medication(s), when necessary
6. Orders, obtains, reviews and monitors pertinent laboratory tests
7. Works closely as part of the treatment team within a multidisciplinary team approach
8. Provides clinical consultation to other medical providers and staff regarding treatment interventions, medical and diagnostic work performed and participates in clinical case conferences
9. Provides follow-up and psychoeducation regarding medication and possible side effects, and is available in case of emergencies
10. Completes and documents medication evaluations in compliance with DMH standards
11. Coordinates treatment with hospital psychiatrist in case of hospitalization and facilitates hospital admissions when clinically indicated
12. Provides psychiatric services in community settings including streets, encampments, shelters, interim housing programs, permanent supportive housing, hospitals, correctional reentry settings, and other locations where clients are residing or receiving services.
13. Utilizes a street psychiatry approach to actively engage individuals who are disconnected from traditional clinic-based care, reducing barriers to psychiatric treatment and medication management.
14. Partners with the multidisciplinary FSP team to conduct assertive outreach and engagement, including accompanying staff during field visits, crisis interventions, wellness checks, and housing-related activities.
15. Employs harm reduction, trauma-informed, culturally responsive, and recovery-oriented practices to support individuals with serious mental illness, co-occurring substance use disorders, and histories of homelessness.
16. Participates in field consultations and case conferences focused on high-acuity clients who require intensive community-based psychiatric intervention and coordination of care.
17. Maintains flexibility in scheduling and service delivery to meet the needs of clients who are difficult to engage through traditional office-based appointments.
18. Participates in regular utilization reviews of clinical charts and consultation with Therapists
19. Assists in the planning, direction, and implementation of departmental initiatives and protocols to enhance and improve client care
20. Participates in quality of care and provides input into formulating corrective action plans to mitigate future clinical risk
21. May have to testify in court as an expert witness
22. Possess the ability to interact, communicate, and display sensitivity to a diverse population of clients
23. Ensure that all agency and contractual paperwork is properly completed EHRS, and that paperwork deadlines are met according to agency standards
24. Attend regularly scheduled agency wide meetings and other meetings as required or assigned
25. Conduct all functions in accordance with Agency guidelines, policies, and procedures
26. Comply with applicable professional licensing or approval requirements and ethics
27. Arrange work schedule or required hours to benefit of the program
28. Perform any other duties assigned that may be necessary for the best interest of the agency
