Duties Description
The Office of Mental Health (OMH) is recruiting to fill a psychiatrist, with an addiction focus, in the Office of Hospital Care and Community Transitions in the Division of Planning and Quality Management. The incumbent will report directly to the Assistant Commissioner of the Office. The Office of Hospital Care and Community Transitions is newly established and aims to provide technical assistance to hospital-based programs to ensure high quality care and discharge planning for New Yorkers with mental health and co-morbid needs. The Office also takes a population health approach in helping the whole MH delivery continuum best serve individuals who may struggle with care transitions or whose needs are not clearly met by specific existing programs. Co-morbid substance use disorders creates significant barriers for many individuals in this population.
Specific Duties may include but are not limited to the following:
- Support the Office’s Regional Teams and OMH’s Field Offices provide TA and case consultation to hospital programs.
- Provide expertise and training to OMH staff and community providers on how to best serve individuals with co-morbid substance use disorders.
- Support other offices in the Division, including helping implement Review Panels.
- Provide program evaluation expertise as new initiatives are implemented in hospital programs and in programs who accept individuals for ambulatory treatment post-discharge.
- Support efforts of the Office of Population Health and Evaluation as they relate to the Division’s work or as directed by Division leadership.
- Serve as a subject matter expert for any division in OMH that may require assistance, as directed by Division leadership.
- Promote and support research and educational initiatives focused on treatment of individuals with co-occurring disorders in acute settings.
Minimum Qualifications
Non-Competitive Minimum Qualifications Under the NY HELPS Program:
Psychiatrist 1: License and current registration to practice medicine in New York State and completion of a training program in psychiatry approved by the ABPN,
Psychiatrist 2: License and current registration to practice medicine in New York State and certification in psychiatry approved by the ABPN.
Preferred candidates will possess the following:
- Completion of an addiction psychiatry fellowship program approved by the ABPN
- Direct clinical experience in addiction psychiatry (full or part time).
- Direct research experience in addiction psychiatry or program evaluation with minimum of two published or accepted papers in peer-reviewed journals.
Transfer Opportunity:
Candidates must have one year of permanent service as a Psychiatrist 1 or Psychiatrist 2 or Psychiatrist (Children and Youth) to be eligible for lateral transfer.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
