About the C. L. Brumback Primary Care Clinics

Our 10 Federally Qualified Health Centers across the county serve adults and children with or without insurance and regardless of ability to pay. We also operate three mobile clinics providing medical services for the homeless and underserved populations. In 2022, we served 39,000 unique adult and pediatric patients, offering high-quality comprehensive health services including medical, dental, behavioral health, psychiatric care, women's health, pharmacy services, outpatient substance use disorder treatment, and community resource programs.

Position: Director of Behavioral Health

The Director of Behavioral Health is responsible for facilitating and implementing the Integrated Behavioral Health and Medication Assisted Therapy (MAT) programs at C.L. Brumback Primary Care Clinics, operated by the Health Care District of Palm Beach County, based on a collaborative team care model. This role involves developing and executing clinical protocols, policies, procedures, and organizational plans to meet departmental objectives and program goals. The director coordinates the delivery of high-quality behavioral health services within the clinic setting, overseeing continuous quality monitoring and ensuring appropriate provision of behavioral health and MAT services by clinic staff.

Responsibilities include:

  1. Providing a full range of psychiatric services, including assessment, screening, diagnosis, treatment, medication prescribing, and medication management for patients in an outpatient setting.
  2. Maintaining high standards of evidence-based medical practice, ethics, and professionalism, along with accurate record-keeping, coding, and documentation.
  3. Collaborating with multidisciplinary teams including physicians, psychologists, social workers, and nurses to discuss treatment plans and patient progress.
  4. Setting annual performance goals for behavioral health and MAT staff, motivating and leading a high-performing team, and providing direction to achieve objectives.
  5. Representing the District in inter-governmental and community partner activities, fostering effective relationships and partnerships.
  6. Organizing and reviewing staff activities, ensuring ethical standards and clinic policies are followed, and managing staffing needs, recruitment, and clinical coverage.
  7. Providing training for psychiatric and MAT providers.
  8. Making final medical decisions on behavioral health and substance use issues, acting as a consultant for complex cases, and advising clinical staff on healthcare issues.
  9. Formulating and communicating policies and objectives for behavioral health and MAT programs, ensuring integration within team case management.
  10. Developing and implementing protocols, policies, procedures, and organizational plans to meet clinic goals.
  11. Participating in budget development related to staffing, support, and equipment needs for behavioral health and MAT services.
  12. Managing ongoing professional education, training, and orientation for clinical staff.
  13. Researching new developments in behavioral health practices and techniques, and recommending adoption as appropriate.
  14. Training staff in evidence-based therapies and preparing future lead social workers.
  15. Collaborating with operational leaders on strategic planning for future services.
  16. Serving as the clinical liaison for psychiatric residency programs, ensuring contracted staff meet care standards.
  17. Attending administrative meetings and participating in supervision with the behavioral health team.
  18. Providing clinical supervision to psychiatrists and MAT providers.
  19. Performing emergency duties as required, including working in shelters and responding to disasters or threats, in coordination with county emergency response efforts.
