The Public Service Commission (PSC) Pipeline Safety Coordinator is responsible for verifying pipeline operators’ compliance with the Arkansas Gas Pipeline Code and the Federal Gas Pipeline Safety Code to ensure adequate, safe, and reliable natural gas. This position is governed by state and federal law and agency/institution policy.

Functions

Conducts inspections of gas pipeline companies’ records for construction, operation, maintenance, pipeline integrity, and employee qualification, including drug and alcohol test results. Writes reports detailing results of each inspection or investigation and evaluates operator’s corrective actions to noted violations. Investigates and tests pipeline companies’ facilities, including documenting evidence of any violation(s) of the Arkansas Gas Pipeline Code. Provides advice, guidance, and engineering expertise to natural gas pipeline operators or the public regarding compliance with the Arkansas Pipeline Safety Code. Reviews applications for proposed location of utility gas transmission facilities, by examining utility companies’ engineering design records to determine feasibility and appropriate cost of facilities. Recommends approval or denial of applications. Conducts research and develops written testimony, exhibits, and reports which present technical recommendations regarding contested issues. Participates in hearing preparation and testifies in hearings as an expert witness subject to cross examination by the parties to the case and inquiry from the commission. Maintains training and certification requirements to meet federal requirements. Maintains thorough working knowledge of the Arkansas Pipeline Safety Code and the Federal Pipeline Safety Code. Maintains testing equipment. Obtains any necessary calibrations. Responds to public inquires or complaints. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of the principles, concepts, practices, and applications of engineering related to the work performed.

Knowledge of laws, rules, regulations, and commission precedent related to the utility industry.

Ability to don an utilize Self Contained Breathing Apparatus (SCBA).

Ability to collect and analyze operational, maintenance, and cost impact data.

Ability to review utility company filings and applications for compliance, feasibility, and cost.

Ability to use computer software including Microsoft Word and Excel.

Minimum Qualifications

The formal education of an associate degree in engineering or a related field: plus, four years of experience in mechanical engineering, pipeline inspection or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

Licenses

Preferred qualifications: Experience in the natural gas industry strongly preferred. Knowledge of the Arkansas Gas Pipeline Code and/or the Federal Gas Pipeline Safety Code preferred. Must possess a valid Arkansas driver’s license. Routine in-state overnight travel required.
