Job Description

Procon Consulting, a small, dynamic professional services firm in Arlington, VA with expertise in construction management (CM), construction-related technology, space planning, and facilities management, seeks an experienced Proposal Manager with experience writing, coordinating, reviewing, and overseeing the production of proposals. The successful candidate will present proposal content in a clear, persuasive, concise, and logical manner.

Responsibilities and Duties
  • Manage the full life cycle of the proposal response process from analysis of RFP to final production and submission of proposals.
  • Independently lead the coordination and preparation of proposals, and responses to RFIs, including scheduling; participating in and/or leading go/no go discussions, kick-off meetings, storyboarding and win strategy sessions, and review meetings; directing work of other team members, sub-consultants, SMEs, and others; managing production; ensuring compliance and on-time delivery of responses.
  • Develop proposal strategy and coordinate review sessions throughout the life of a proposal.
  • Translate win strategies into key themes and produce compelling documents using benefits statements, graphics, and proofs.
  • Write proposal content based on information provided by the technical team and from self-directed research as well as personal knowledge of, and experience with, construction management and/or related A/E/C industries (including project execution plans, project descriptions, and resumes).
  • Meet proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval.
  • Manage technical information from existing written materials, staff interviews/questionnaires, and internet research.
  • Perform research and organize ideas.
Qualifications and Skills

  • Candidates chosen for interviews should be prepared to provide writing samples.
  • Bachelor's degree required.
  • Strong proposal writing skills and the ability to write clearly and persuasively about data.
  • Minimum of 2 years of experience as a Proposal Manager with federal, state and/or local government solicitation processes; experience with GSA preferred.
  • Minimum 2 years of experience with federal, state, and/or local government solicitation processes; experience with GSA preferred.
  • Working proficiency with Adobe InDesign.
  • Ability to research and synthesize information from multiple sources (subject matter experts, previous proposals, etc.) into a cohesive, easy-to-read, and persuasive final product that is fully compliant with RFP requirements.
  • Ability to manage deadlines, multiple simultaneous proposals, and conflicting priorities.
  • Ability to function in a fast-paced environment and collaborate with key stakeholders.
  • Strong proofreading and technical editing experience.
  • Excellent verbal and written English language communication skills, including writing and speaking succinctly in a variety of communication settings and styles; can get messages across that have the desired effect; effective in a variety of presentation settings (one-on-one, small and large groups with peers, direct reports, and managers).
  • Ability to handle and use constructive feedback to make changes to work product.
  • Ability to work both independently and in a team environment.
  • Strong MS Office Suite skills.
