Senior Proposal Manager

Department: Bid and Proposals Location: Remote FLSA Classification: N/A

Job Summary: As Proposal Manager, you will support Business Development activities by managing and producing winning proposals for new and existing customers. You will work closely with the Director for Proposals, Vice President of Growth and Strategy, Chief Delivery Officer and Chief Administrative Officer and internal/external proposal SMEs and personnel. Must be able to work within agreed timelines and in accordance with company standards.

Our Proposal Managers lead teams across proposal phases to ensure successful, quality, compliant, and on-time proposal submissions. We are seeking an experienced proposal manager with the skills, vision, and people skills to execute highly effective proposal efforts with a multifaceted team of proposal participants. Proposal Managers will advise and collaborate with proposal teams to include SMEs, Patriot leadership, and external partners for all proposal content and volume development for final submission.

Responsibilities include, but are not limited to:

  • Lead the end-to-end technical proposal development process, including strategy development, content creation, and proposal submission.
  • Develop and maintain a proposal calendar, tracking all proposals in progress and ensuring timely submission.
  • Assist with writing, editing, and reviewing proposal content, ensuring clarity and compliance.
  • Create/assist in creating supporting materials such as presentations and diagrams.
  • Coordinate and facilitate proposal review meetings and incorporate feedback from stakeholders.
  • Define RFP assignments and proposal deliverables to ensure comprehensive flow-down of customer proposal requirements to responsible authors.
  • Lead internal proposal quality reviews to ensure the team is on track to deliver a winning proposal.
  • Conduct ongoing risk management addressing amendments and changes in proposal requirements, deadlines, and proposal content.
  • Manage the development of proposal deliverables, proposal reviews, final proposal production, and on-time delivery to the customer.
  • Provide recommendations for final decision authority for proposals delivered to customers.
  • Analyze solicitation packages to ensure compliance and responsiveness proposal response (e.g., compliance matrices, outlines, templates, volume organization, etc.).
  • Ensure that final proposal products are fully compliant with the Request for Proposal (RFP) requirements and are consistent with the direction of the Capture Team.
  • Assist Capture with the proposal and technical readiness reviews.

Basic Qualifications:

  • Bachelor's Degree with 5-10 years of Federal Government proposal management, Volume Lead, support, and writing experience.
  • Strong project management skills, with the ability to manage multiple proposals simultaneously under tight deadlines.
  • Ability to work well under pressure, meeting tight, multiple, and sometimes overlapping deadlines.
  • Ability to analyze complex documents and requirements with a strategic approach to problem-solving.
  • Understanding of, and experience in developing fully compliant proposals that meet all Request for Proposals, Task Order, and IDIQ responses under strict milestones and deadlines.
  • Demonstrated experience in proposal submissions covering all conventional solicitation requirements (e.g., Management, Technical, Staffing, Pricing volumes).
  • Excellent writing, organizational, and communication skills.
  • Excellent command of English grammar, spelling, punctuation, syntax, and composition.
  • Evidence of successful track record of high-quality and/or high-scoring proposals.
  • Ability to work within timelines to meet deadlines (possible nights, weekends, and holiday times).
  • Ability to work within both team environments and independently.
  • Ability to develop and/or assist technical and capture personnel in developing compelling win themes, discriminators, and messaging.
  • Up-to-date knowledge of marketing, editing, graphic design, and other relevant proposal content requirements.
  • Ability to create original content in collaboration with internal/external subject matter experts.
  • Expert in Microsoft Office (Word, PowerPoint, Excel), SharePoint, and Adobe.
  • Ability to manage multiple projects simultaneously.
  • Ability to manage geographically dispersed teams and personnel.

Preferred Qualifications:

  • Knowledge and understanding of the Federal government's competitive acquisition process and regulations.
  • Experience conducting RFP review/analysis and developing a response strategy.
  • Experience leading and directing the activities of team members through the execution of a formal proposal process.
  • Experience interfacing with and briefing senior leadership.
