Job summary

Qualis LLC seeks a Proposal Manager to lead and write compelling proposals for complex Federal Government contracts from our Huntsville, AL office. You will collaborate with SMEs and cross-functional teams to deliver high-quality, compliant proposals that meet RFP requirements and FAR compliance.

You will manage content, coordinate with BD to support opportunities, and assist with internal/external communications as needed, leveraging modern collaboration tools.

Qualifications

• Bachelor’s degree in English, Communications, Technical Writing, Business, or related field.
• 3–5 years of federal proposal writing or technical writing experience.
• Familiarity with Shipley or APMP proposal methodologies.
• Experience with standard proposal management software and collaboration tools.

Responsibilities

Qualis LLC is seeking a Proposal Manager to lead, develop, and write compelling proposals for complex Federal Government contracts. The ideal candidate will work from our corporate office in Huntsville, AL, collaborating with cross‑functional teams, Subject Matter Experts (SMEs), and business development leaders to deliver high‑scoring, compliant proposals. This role focuses on traditional technical proposal writing, leveraging modern collaboration and productivity tools to streamline workflows and maintain a competitive edge.

• Proposal Writing & Development: Draft clear, compliant, and persuasive executive summaries, technical narratives, and management plans.
• SME Interviews: Collaborate with Subject Matter Experts (SMEs) to translate complex technical concepts into clear, high‑level proposal content.
• Compliance & Quality: Ensure all content strictly adheres to RFP instructions, evaluation criteria, and Federal Acquisition Regulations (FAR).
• Content Repository Management: Maintain and update a repository of proposal content (boilerplate, past performance, templates) for efficient organization and reuse.
• Market Research & BD Support: Conduct market research and support business development by updating opportunity databases and SharePoint trackers.
• Corporate Communications: Assist with drafting internal and external materials (newsletters, press releases, marketing collateral) as needed.

Required Qualifications

• Education: Bachelor’s degree in English, Communications, Technical Writing, Business, or a related field. A technical degree or background is a plus.
• Experience: 3 to 5 years of experience in federal proposal writing or technical writing within the government contracting industry.
• Methodology: Familiarity with Shipley or APMP proposal methodologies.
• Technology Integration: Experience using standard proposal management software, collaboration suites, or digital writing assistants to streamline workflows is preferred.
• Clearance: Ability to obtain and maintain a DoD Secret clearance.

Required Qualifications

• Exceptional technical writing, copywriting, editing, and proofreading skills.
• Strong organizational skills and flexibility to manage diverse assignments under tight deadlines.
• Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint), SharePoint, and collaborative platforms.

• Proposal & Collaboration: NextStage, SharePoint, MS Teams, Microsoft Office Suite
• Writing Assistants: Familiarity with AI‑enabled writing or research platforms (e.g., ChatGPT, Microsoft Copilot) is a plus
