Job summary

HDR is seeking a Proposal Manager to lead and coordinate pursuit activities within its Transportation Business Group in the Bellevue, WA area. You will support win strategies, develop persuasive materials, and manage schedules to ensure compliant, high-quality proposals and presentations.

The role requires strong writing, communication skills, and proficiency in Microsoft Office and Adobe InDesign, with the ability to collaborate with marketing, technical staff, and leadership to drive

Qualifications

  • A minimum of 5 years relevant industry experience.
  • Self-starter with a history of completing projects with limited oversight.
  • Experience in sales and developing effective win strategies.
  • Excellent written and verbal communication skills.
  • Proficient in Microsoft Office applications, including Outlook, Word, Excel and PowerPoint.
  • Proficient in Adobe Creative Cloud applications, including InDesign.

Responsibilities

  • Support pursuit teams in creating and implementing effective win strategies (capture planning).
  • Facilitate pursuit teams to develop persuasive proposal and interview materials.
  • Develop and manage proposal schedules and confirm compliance.
  • Engage the appropriate marketing services resources in pursuit teams.
  • Lead quality reviews of proposal and interview materials.
  • Facilitate debriefs to identify improvement opportunities and to measure overall competitiveness.
  • Deconstruct and file proposal and presentation material upon submittal.
  • Train and mentor employees on business development and marketing best practices.
  • Articulate HDR’s capabilities and competitive advantages.
  • Collaboratively develop marketing strategies, client development plans, and pursuit capture plans.
  • Lead marketing/proposal/interview efforts for pursuits, including crafting winning strategies and preparing of proposals and presentations.
  • Manage the timely production of quality marketing deliverables, following HDR’s pursuit process and quality procedures for document production.
  • Plan, facilitate, and document pursuit strategy meetings.
  • Perform market research/market analysis.
  • Support the development and execution of interview preparation strategies, including developing presentations, and coaching teams through mock presentation and Q&A sessions.
  • Develop proposals in Adobe InDesign and coordinate with graphic designers for the creation of pursuit figures/graphics.
  • Partner closely with technical staff to write and tailor pursuit qualification materials.
  • Contribute to marketing process improvement initiatives.
  • Support the maintenance of up-to-date data in HDR’s EBS database system.
  • Participate in industry events as appropriate.

In the role of Proposal Manager, we’ll count on you to:

Preferred Qualifications

  • Bachelor’s degree in a related field
  • Knowledge of Washington’s transportation market
  • Deep knowledge of the A/E/C industry’s standard approach to procurement of professional services
  • Demonstrated ability to motivate and inspire others
  • Ability and desire to travel and engage with others in-person
  • Demonstrated experience in writing compelling content based on information from technical staff
