Job summary

Responsibilities

  • Research and analyze government and commercial solicitations (RFPs, RFIs, RFQs).
  • Track and monitor proposal assignments, deadlines, and submission status.
  • Draft, write, edit, and format clear, persuasive proposals.
  • Develop proposal outlines, compliance matrices, schedules, and content plans.
  • Coordinate with engineers, program managers, and SMEs for content and pricing data.
  • Review submissions for technical accuracy, pricing, and compliance.
  • Maintain proposal libraries, templates, and boilerplate.
  • Conduct market research on competitor activity and trends.
  • Monitor federal opportunities and customer inquiries.
  • Support development of white papers, capability statements, presentations, and collateral.
  • Assist in tracking pipeline data and win/loss trends.
  • Coordinate website inquiries and direct opportunities to internal teams.
  • Support event planning, trade shows, and outreach.
  • Provide backup editorial review for reports and external deliverables.
  • Support continuous improvement of processes, tools, and workflows.
  • Other duties as assigned.

Proposal & BD Coordinator

The Nevada Automotive Test Center (NATC) is currently seeking talented candidates for a Proposal & BD Coordinator at our Silver Springs, NV location. At NATC, the Proposal & BD Coordinator will complete tasks that support the business development department and the engineers who design, manufacture, and test innovative automotive mobility solutions.

Position Summary

The Proposal & Business Development Coordinator, reporting directly to the Business Development Manager, is responsible for supporting NATC’s strategic growth through opportunity identification, proposal development, market research, and customer engagement support. This role serves as a key connector between business development, engineering, program management, and leadership to ensure timely, compliant, and competitive responses to government and commercial opportunities.

The coordinator will manage proposal workflows, monitor solicitation trends, maintain proposal and contract data, and support business intelligence efforts to align NATC’s services with evolving customer needs and market demands. This position requires strong analytical skills, proposal writing experience, and an understanding of government contracting processes.

This is a hybrid position with the option for full remote work, depending on qualifications and business needs.

Essential Functions
  • Research and analyze government and commercial solicitations, Requests for Proposals (RFPs), Requests for Information (RFIs), and Requests for Quotes (RFQs).
  • Track and monitor proposal assignments, deadlines, and submission status.
  • Draft, write, edit, and format clear, persuasive, and compliant proposal responses.
  • Develop proposal outlines, compliance matrices, schedules, and content plans.
  • Coordinate with engineers, program managers, and subject matter experts to gather technical content and pricing data.
  • Review proposal submissions for technical accuracy, pricing consistency, and compliance with solicitation requirements.
  • Maintain proposal libraries, templates, past performance documentation, and corporate boilerplate.
  • Conduct market research on competitor activity, contract awards, and industry trends.
  • Monitor federal business opportunities, customer inquiries, and commercial opportunities.
  • Support development of white papers, capability statements, presentations, and other business development collateral.
  • Assist in tracking pipeline data, proposal win/loss trends, and customer engagement analytics.
  • Coordinate website inquiries and direct customer opportunities to appropriate internal teams.
  • Support event planning, trade shows, customer visits, and strategic outreach efforts as needed.
  • Provide backup editorial review for reports, technical documents, and external deliverables.
  • Support continuous improvement of proposal and business development processes, tools, and workflows.
  • Other duties as assigned.
Pay

Starting: $60,000

Minimum Qualifications
  1. Bachelor’s Degree in Business, Marketing, Communications, English, Engineering, or related field preferred.
  2. Proficient in Microsoft Word, Excel, and PowerPoint.
  3. Strong written and verbal communication skills.
  4. Demonstrated experience in proposal development, contract support, business analysis, or related field.
  5. Prior government proposal and contract experience required.
  6. Experience with cost tracking, pricing analysis, and financial coordination.
  7. Strong organizational and time management skills.
  8. Ability to manage multiple priorities and meet strict deadlines.
  9. High attention to detail and accuracy.
  10. Ability to work independently with minimal supervision.
  11. Ability to maintain confidentiality and professionalism.
  12. Must have a current and valid driver license to operate a class C vehicle.
  13. NATC, Hodges Transportation is an R&D and testing facility located on 6,000 acres about 1 hour from Reno, 45 minutes from Carson City, and 30 minutes from Fernley. There is a dirt road for the last 15 minutes. Candidates must understand this and be willing and able to make the commute.
Preferred Qualifications
  • Former 1102 (Contract Specialist/Contracting Officer) role experience.
  • Strong experience in federal government proposal writing and contract administration.
  • Familiarity with Federal Acquisition Regulations (FAR/DFARS) and government contracting processes.
  • Experience supporting Department of Defense (DoD) contracts, R&D programs, or engineering services.
  • Ability to synthesize complex technical information into clear, persuasive proposal content.
  • Strong market research and competitive analysis skills.
  • Experience managing multiple concurrent proposal efforts.
  • Familiarity with CRM systems, pipeline tracking, and business development reporting.
Work Environment

This role may be performed in a hybrid or fully remote capacity depending on qualifications and organizational needs. However, this position requires walking on uneven ground and climbing stairs when onsite.

Travel

Limited travel may be required for customer meetings, trade shows, and internal planning events.
