Job summary

West Side Federation for Senior & Supportive Housing, Inc. (WSFSSH) seeks a Property Manager to oversee safe operations, staff supervision, and budgeted performance of on-site housing for seniors and residents with supportive services.

You will partner with social services to keep residents stably housed and ensure compliance with NYC housing programs. Strong leadership, LIHTC knowledge, and collaboration across teams are essential; bilingual English/Spanish is preferred.

Qualifications

  • High School diploma or GED required; higher degree preferred.
  • Minimum 2 years supervisory experience.
  • Minimum 3 years experience with Section 8 and LIHTC programs.

Our Story

The West Side Federation for Senior and Supportive Housing, Inc. (WSFSSH) is a community‐based organization whose mission is to provide safe, affordable housing with supportive services within a residential setting which enhances the independence and dignity of each person. WSFSSH develops, manages, and provides housing for low‐ income older persons, many of whom live with mental illness and/or have experienced homelessness.

Position Description

ThePropertyManager position partners with Social Services staff to collaborate in the development, evaluation and implementation of agency policies, procedures, and programs with the goal of improving the services provided to residents. ThePropertyManageris responsible forsafe operations of the building; staff supervision,operatingthe property within the budget, facility maintenance, compliance, resident relations andcollaboratingwith the social servicesteam tokeep residentsstably housed.

This is a full-time position (5) days a weekon-site.

Responsibilities
Building Management
  • With the AssistantPropertyManager, supervise the maintenance, administrative and compliance staff, including:Income Certification Specialist, Front Desk Staff, Superintendent, Maintenance Technician(s), Porter(s).
  • Ensuringbuilding operation continuity. This includes setting staff schedules and coordinating shift coverage as needed (vacations/holidays/etc.)and per Union contract
  • In collaboration with Facilities Department andEuclid HallSuperintendent,manage ordering, repairs, and maintenance
  • Report on and address building related issues ina timelyfashion
  • Assure the building, sidewalks,and alleys are clean and well-maintained; and all licenses, certificates,etc.,are current
  • Conduct at a minimum, bi-annual inspections, arranges for routine painting and repair work and monitors progress of work orders. Maintainaccuraterecords, tracking service and performance of equipment
  • Assure compliance with fire safety regulations including routine fire drills and inspection of fire safety equipment
  • Review and recommend staff training needs and ensure staffaremeeting minimum training requirements
  • Assure all required licenses, operating certificates, etc. are current andmaintained.
  • Assure all documentation is properly completed, managed confidentially, and stored inan appropriate locationandsubmittedin a timely manner
  • Assure quality management is practicedin accordance withall internal and external policies and procedures.
Services to Residents
  • Work collaboratively with social services to resolve resident issues
  • In collaboration withWSFSSH Occupancy and Leasing departments,responsible for intake/admission, and discharge of residents
  • Available to negotiate and respond to grievances and reasonable accommodationrequests.
  • Respond to onsite emergencies and safety concerns, such as floods, fire,or tenant‑related issues, in collaboration with maintenance and social services teams, as needed. Shared on‑call availability with other members of the WSFSSH teamduring non-business hours.
  • Ensure compliancetoWSFSSH standards and all contracted agencies including but not limited to NYC Department of Homeless Services, NYC Department of Health and Mental Health, NYC Building Department, NYC Fire Department, NYC Housing and Preservation Department, Low Income Housing Tax Credit (LIHTC),HPDProject Based Voucher Program/Section 8 Rental Assistance, and NYC Continuum of Care (CoC).
  • Oversee lease up of vacant units in compliance with fair housing, marketing, tenant selection plans, tenant applications, and referral programs,including but not limited to DHS
  • Maintainresident information including move‑ins and move‑outs, rent changes, subsidy changes, and rent payments
Budget
  • Operate and manage the building within the prescribed budgets and ensure documentation of expenses meets contractual and agency standards
  • Collect and deposit rents
  • Work withFinanceDepartment and Central Managementtoestablishannualoperating budget
Commercial Space
  • Monitor and ensurecity regulation complianceby commercial landlordfor allcommercialspaceon WSFSSH property line, approximately twelvespaces total.
Required Skills / Abilities
  • Skilled at working with people who have histories of homelessness, areliving with mentalhealthconditions,chronic substanceuse, or other chronicchallenges.
  • Strong leadership skills with a proventrack recordfor creating andmaintainingpositive and mindful change
  • Ability to collaborate across functional teams
  • Ability to work well under pressure, includingemergency andcrisis situations, and be flexible with work schedule when necessary
  • Proven management skillsincludingstrong computer skills andfacilitywith Excel, Word, Outlook. Facility with RealPage, Yardior similarProperty Management software.
  • Experience with Low Income Housing Tax Credit programs and compliance, including LIHTC Certification,stronglypreferred.
  • Bilingual in English and Spanish is preferred
Education & Experience
  • High School Diploma or GEDrequired,Associate’s or Bachelor’sDegree preferred
  • A minimum of 2 years of supervisory experience
  • A minimum of 3 years of experience with Section 8 and LIHTC, knowledge of other Housing subsidy programs preferred including but not limited to: Section 8 (project based and tenant‑based vouchers), NY/NY I,II ,&III, SCRIE, DRIE, HHAP, City FHEPS
