Job summary

Embrace Living Communities in Sterling, IL is seeking a Manager to direct the operations of assigned affordable housing communities to ensure quality, welcoming homes for residents.

You will lead the team, manage budgets, oversee compliance with HUD/LIHTC, develop marketing plans, and drive rental income while maintaining safety and high standards of service.

Qualifications

  • Education: Bachelor's degree and five years of affordable housing experience preferred.
  • Strong knowledge of fair housing regulations and regulatory compliance.

Summary

The Manager directs the operations of assigned affordable housing communities to ensure quality, welcoming homes are provided to all residents.


Duties and Responsibilities

  • Creates a respectful living environment for all residents that is aligned with the mission, vision, and values of the organization.

  • Promotes harmonious relations among residents, guests, team members, vendors, and local area partners. Accepts role of Lead Manager as workplace mentor and cooperates accordingly.

  • Supports a wellness culture that encourages active aging and living well.

  • Implements the policies and procedures set forth in the Management Operations Manual, Plant Operations and Procedures Manual, and all applicable regulatory guidelines and standards, as well as local, state, and federal housing laws.

  • Reviews applications and processes approvals and denials of completed applications based on screening criteria outlined in the Tenant Section Plan.

  • Approves and completes certifications properly per the requirements of HUD and LIHTC (where applicable) and executes rental agreements.

  • Prepares operational budget and monitors variances to budget, adjusting spending according to available resources to remain within budget.

  • Bids contracts per company policy, conducts analyses of expenses for cost savings, and secures prudent cost savings.

  • Writes and updates the 10-year plan for capital replacement items and major repairs and completes projects as outlined in the current year of the plan.

  • Develops marketing plans and implements approved marketing plans.

  • Works collaboratively with team members to maximize rental income by processing move-in certifications timely and minimizing the number of days to make apartments ready to rent.

  • Directs work activities of team members, including office, clerical, maintenance, and housekeeping staff. Offers suggestions for adjustments and corrections, actively ensuring attainment of goals and requirements.

  • Conducts physical inspections of the housing community to ensure adherence to all physical inspection standards, including local building and fire codes, regulatory physical inspection standards, and company standards.

  • Commits to organizational growth and sustainable building practices, energy efficiency, and green product use where appropriate.

  • Performs all other duties as assigned.


Qualifications

To qualify for this job, the skill sets, licenses, and certifications listed below should be met.



  • Education and/or Experience – Bachelor\'s degree (B.A.) from a four-year college or university and five years affordable housing related experience preferred, or equivalent combination of education and experience. Strong knowledge of fair housing regulations.

  • Language Skills – Ability to read, analyze, and interpret common technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from residents, regulatory agencies, or members of the community. Ability to effectively present information to management, public groups, and/or board of directors. Ability to interact clearly and effectively with supervisor, residents, staff, vendors, and guests, in both written and oral communication.

  • Mathematical Skills – Ability to calculate figures and amounts such as annual income, averages, discounts, interest, commissions, proportions, percentages, and area.

  • Computer Skills – Proficient in computer skills including electronic mail, record keeping, routine database activity, word processing, spreadsheet, and graphics. Above-average knowledge of Microsoft Office and OneSite.

  • Licenses – Leasing Agent or Broker’s license for Illinois communities must be obtained. Valid driver’s license and ability to drive as needed.

  • Certifications – COS certification and TCS certification preferred (where applicable).

To fulfill management duties, supervisory responsibilities over assigned housing community employees must be met, including hiring, training, directing, appraising, rewarding, and disciplining employees, and carried out in accordance with the organization\'s policies and applicable laws.


Physical Demands

To complete the duties of this job, the physical demands listed below must be met.



  • Remains in a stationary position for 90 percent of the time while performing office work.

  • Moves around inside the office and housing community occasionally.

  • Operates a computer and other office machines constantly, including a calculator, copy machine, fax machine, and computer printer.

  • Moves up to 15 pounds regularly and up to 25 pounds occasionally.
