Job Description:

SUMMARY:

The Code Enforcement Official ensures adherence to Municipal codes, zoning regulations, and other statutory requirements. This role entails working independently, conducting inspections, and engaging with property owners and tenants to ensure that properties comply with current standards and regulations. Furthermore, it involves a substantial role in public engagement.

LEVEL OF SUPERVISION/SUPERVISORY RESPONSIBILITIES:

The Department Manager provides overall guidance. The employee is expected to operate with minimal direct supervision, demonstrating independent judgment and initiative across various complex, responsible, and sensitive areas while representing clients and SDE, Inc.

QUALIFICATIONS:

To effectively execute this role, an individual must demonstrate the capability to fulfill each of the essential duties and responsibilities. EDUCATION AND/OR EXPERIENCE:

· Five (5) years of experience in Code Enforcement is preferred.

· High School Diploma or GED

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Enforcing Codes: Code Enforcement Officials ensure compliance with a wide range of local, state, and federal regulations, including building, zoning, land use, health, housing, stormwater management, and environmental codes.
  • Investigating Complaints: Code Enforcement Officials receive, investigate, and process complaints, and may also proactively identify and address code violations.
  • Issuing Notices and Citations: Code Enforcement Officials are authorized to issue corrective notices, citations, and initiate enforcement actions to achieve timely resolution of code violations in accordance with legal requirements.
  • Community Engagement and Education: Code Enforcement Officials play a key role in educating property owners, residents, businesses, and stakeholders about relevant regulations. These efforts foster public awareness, ensure community compliance, promote public safety, support urban development, and enhance neighborhood quality.
  • Case Preparation and Legal Proceedings: Responsibilities include preparing cases for hearings, presenting evidence before Magisterial District Judges or review boards, and prosecuting criminal citations and civil complaints when necessary.
  • Site Inspections and Analysis: Responsibilities include conducting detailed inspections, analyzing site conditions, and researching records. Collaboration with other agencies or departments is required to ensure compliance with property maintenance, building standards, and land use codes.
  • Public Safety and Health: Identifying and addressing violations mitigates risks associated with unsafe structures, substandard housing, unpermitted construction, environmental hazards, and health concerns. These actions help maintain a safe and healthy living environment for the community.

WORKING CONDITIONS:

  • WORK ENVIRONMENT: While performing job duties, the employee is occasionally exposed to moving mechanical parts, fumes or airborne particles, outside weather conditions, extreme cold, and extreme heat.
  • TRAVEL: The employee will be required to travel to meet clients, contractors, tenants, or property owners. Travel frequency and duration will depend on the property’s requirements and locations.
  • FLEXIBILITY IN HOURS: The job may require the employee to work outside standard office hours to meet deadlines, including early mornings, evenings, or weekends. This role requires flexibility to adapt to case demands and critical milestones.
