JOB TITLE: Property & Evidence Supervisor

DEPARTMENT/DIVISION: Police

REPORTS TO: Business Services Manager

S UMMARY: Under general supervision, oversees all property and evidence operations within the Police Department. This position supervises staff assigned to the Property and Evidence Unit and manages the intake, processing, preservation, storage, and disposal of evidence and other property in accordance with the Code of Criminal Procedure, established standards, and departmental best practices. The supervisor conducts required audits, coordinates with Information Technology staff and vendors to maintain all related technology systems and may be required to testify in court regarding the preservation, security, and lawful handling of evidence and seized property.

ESSENTIAL JOB FUNCTIONS:

  • Supervises, instructs, trains, schedules reviews, and evaluates the work activities of assigned staff of the Property and Evidence Section.
  • Receives and processes evidence and other property submitted for holding, reviewing property documentation for accuracy against submitted evidence.
  • System administrator for key control system s and other property and evidence related technology as directed.
  • Maintains thorough knowledge of property and evidence standards, laws and best practices.
  • Stores all processed evidence and property in accordance with established procedures.
  • Conducts routine, random and systematic audits of all property and evidence stored and disposed.
  • Organizes and maintains an orderly, efficient, safe and effective property room.
  • Responsible for monitoring and documenting property room conditions and equipment, ensuring proper security, required storage environments are maintained, and the consistent maintenance of sustainable property and evidence intake and disposal operations .
  • Drafts motions and orders for magistrates.
  • Responsible for ensuring the security, accuracy, and proper documentation of all property and evidence, preventing unauthorized access or release, and maintaining all related standard operating procedures, records, databases, and technology systems.
  • Prepares and maintains documented records and logs of property and evidence activities.
  • Appears in court to testify to the processing, storage, disposal, and chain of custody of all Property and Evidence.
  • Performs other duties as assigned.

S UPERVISORY/BUDGET RESPONSIBILITIES:

  • Supervises all personnel and volunteers assigned to the Property and Evidence Unit, including scheduling, performance documentation, mentoring, and supporting individual and team development. Manages procurement and requisitions for Property and Evidence supplies, equipment, training, and travel in compliance with City and Police Department policies.
  • Create and review work schedules to ensure appropriate staffing levels and support assigned to each area of responsibility.
  • Oversees required documentation, reports, statistics, and timesheet reviews to ensure accurate operations and effective departmental communication.
  • Responsible for accurate and timely documentation of recommended Performance Improvement Plans to correct deficiencies and improve productivity.
  • Assists Business Services Manager in developing staffing plans as required.

M INIMUM QUALIFICIATIONS:

  • Bachelor’s Degree and any combination of 2 years of supervisory/management experience or direct experience working in a Police Property and Evidence Room OR
  • 60 hours of college credit and any combination of 4 years of supervisory/management experience or direct experience working in a Police Property and Evidence Room OR
  • High School diploma and any combination of 6 years of supervisory/management experience or direct experience working in a Police Property and Evidence Room.
  • Must complete Property and Evidence specified training as scheduled within 2 years.
  • Must obtain Criminal Justice Information Systems (CJIS) certification within 30-days from hire date and maintain annual recertification.
  • Must obtain TCIC/NCIC certification within 6-months of hire date and maintain annual recertification.

PREFERENCES:

  • Supervisory or management experience in a Law Enforcement Property Evidence Room.
  • IAPE Property Technician Certification.
  • TAPEIT Property and Evidence Technician Certification.

WORKING CONDITIONS:

  • Frequent climbing, balancing, reaching, sitting, standing, stooping, kneeling, crouching, walking, talking, seeing, hearing, and manual dexterity.
  • Occasional lifting and carrying up to 50 pounds.
  • Work is typically performed in both standard office and outdoor environments, with potential exposure to adverse weather conditions.
  • Potential exposure to fumes, airborne particles, infectious diseases, and criminal suspects.

CONDITIONS OF EMPLOYMENT:

  • Must pass pre-employment drug test.
  • Must pass criminal history check.
  • Must have a valid Texas Driver's License.
  • Must pass motor vehicle records check.
  • Must pass polygraph exam.
  • Must pass psychological exam.
  • Must complete in its entiriety the Police Personal History Questionnaire in required timeframe.
