SUMMARY

This four-level classification series performs valuation appraisals of real and personal property, calculating an accurate and fair maximum assessed value and assessed value for tax assessment purposes.


DISTINGUISHING FEATURES OF THIS LEVEL

The Property Appraiser 3 operates at the advanced level. In addition to performing journey-level appraisals described for Property Appraiser 2, the employee regularly performs independent valuations of commercial and industrial property including land, yard improvements, structures, machinery, and equipment. The property is considered unusual or more difficult in nature. The employee also prepares complex sales ratio reports and implements trending and re-calculation programs. Appraise complex urban, rural, personal, industrial, and commercial property including land, yard improvements, structures, machinery, and equipment. Define the process. Conduct preliminary survey. Perform physical inspection of buildings and land. Measure and classify buildings. Gather data from several sources. Determine market value using various approaches such as market data, income, and cost. Observe physical, functional, and economic factors. Prepare and present final narrative appraisal report or appraisal form. Classify and calculate M-50 exceptions.


Complete documented pre-appraisal setup for land and improvements. Conduct pre-appraisal setup studies and related studies. Includes time trend, LCM studies, land study, and sales benchmarks, depreciation, etc. Complete sales ratio studies and compile data for trend analyses.

Prepare data andappraisal reports to defend appraisals, special assessments, and exemption decisions at all levels of appeal.


Compile, qualify and analyze sales data. Prepare annual Sales Ratio Reports. Independently apply appropriate trends and recalculations.

Serve as lead worker for other appraisers including:

  • planning the day’s work
  • obtaining and passing on instructions from the supervisor
  • assigning immediate tasks to group members
  • demonstrating proper work methods
  • answering questions on procedures and instructions
  • setting the pace of work
  • checking work in progress
  • accepting or rejecting completed work
  • assuring good safety practices are followed.

REQUIRED KNOWLEDGE/SKILLS/ABILITIES

Knowledge: Knowledge of theories, principles, practices, and techniques of property appraisal. Knowledge of state statutes and guidelines, laws, rules, regulations, and ordinances relating to appraisal, assessment, and taxation. Knowledge of local zoning/planning regulations as they relate to property values. Knowledge of special assessment programs such as farm use and designated forest land. Knowledge of exemption programs. Knowledge of software programs for computer-assisted appraisals. The Level 3 Appraiser has the expert knowledge of complex sales analysis,commercial and industrial structures, machinery, equipment, land, and yard improvements and related characteristics and costs.

Abilities: Able to write clear and concise records, appeal responses, reports, data summaries, etc. Able to communicate effectively orally in confrontational or high-pressure situations. Able to work independently in accordance with established policies and procedures and use initiative and judgment in resolving problems. Able to meet and deal courteously with other employees, property owners, boards, real estate and title companies, fee appraisers, other agency representatives, and the public. Able to prioritize work and manage time effectively.

REQUIRED EDUCATION/EXPERIENCE

At time of appointment, must be registered by the State of Oregon as a Property Appraiser 1 under ORS 308.010 and have three years of progressively responsible work experience as a journey-level property appraiser. Equivalent education may be substituted for the experience requirement. Must have a valid Oregon driver's license and maintain an acceptable driving record.


Must pass a pre-employment criminal history background investigation.

SUPERVISORY CONTROLS

None. Works under the general direction of the Chief Appraiser. The employee works independently in administering a complex area of responsibility. Discretion is required in applying general goal and policy statements, in developing recommendations or new procedures, and in resolving program problems.

Numerous guidelines affect the performance of duties including department policy and procedures; federal, state, and county statutes, rules, regulations, and ordinances; Department of Revenue guidelines, cost factor manuals, and appraisal principles and practices. The employee is expected to use considerable judgment in applying and interpreting guides in light of the facts of the assignment. The employee may also suggest alternative or new guidelines.

Work is performed both in the office and in the field. It can require bending, climbing, pushing, pulling, reaching, lifting up to 30 pounds, extended standing, walking in rough terrain, and extended periods of sitting. Work performed in the field may involve adverse weather conditions and exposure to dust, pollen, and poison oak,and contact with animals. A considerable amount of driving is required.
