Job Details

New ideas are all around us, but only a few will change the world. That’s our focus at JPL. We ask the biggest questions, then search the universe for answers—literally. We build upon ideas that have guided generations, then share our discoveries to inspire generations to come. Your mission—your opportunity—is to seek out the answers that bring us one step closer. If you’re driven to discover, create, and inspire something that lasts a lifetime and beyond, you’re ready for JPL.

Located in Pasadena, California, JPL has a campus-like environment situated on 177 acres in the foothills of the San Gabriel Mountains and offers a work environment unlike any other: we inspire passion, foster innovation, build collaboration, and reward excellence.

The Facilities and Logistics Operations Division (6400) ensures the physical development, maintenance, and safe operation of JPL’s infrastructure to support resilient systems and mission success. Within this division, the Logistics & Operations Planning Section (643) drives Lab-wide logistics operations, spanning asset control, material movement, inventory management, and technical services in metrology and flight hardware support.

The Asset and Property Management Group (643A) is seeking a Property Administrator II. This role is responsible for administering property control program activities to ensure continual accountability of government- and customer-furnished property in alignment with federal regulations (FAR/NFS) and institutional policies.

Key focus areas include:
  • Overseeing property accountability records across the full asset lifecycle, including receipt, identification, utilization, calibration, maintenance, and final disposition.
  • Operating independently with limited supervision to evaluate methods, resolve complex inventory discrepancies, and partner with subcontractors to ensure contract compliance.
  • Driving rigorous audit readiness and asset reconciliation across assigned institutional organizations.
Tasks include but are not limited to:
  • Administer inventory and accountability records for government and customer-furnished personal and real property (including equipment, machinery, special tooling, vehicles, and facilities) from initial receipt through final disposition.
  • Conduct physical inventory sample audits; verify physical asset tagging and identification in strict alignment with contractual requirements and institutional guidelines.
  • Partner directly with subcontractors, Subcontract Managers (SCMs), and Contract Technical Managers (CTMs) to resolve complex property matters, monitor off-site property, and verify compliance with contractual terms.
  • Investigate, document, and resolve inventory adjustments, loss/damage/destruction reports, title issues, and liability determinations.
  • Oversee the tracking of equipment calibration, repair, servicing, and utilization; investigate, verify, and maintain auditable records regarding equipment operational status.
  • Partner with internal departments and external entities to coordinate the excessing, screening, transfer, and authorized disposal of surplus or obsolete property, including materials requiring specialized disposal protocols.
  • Apply broad knowledge of FAR Part 45 / FAR 52.245-1, NASA FAR Supplement (NFS), and NPR 4200.1 to prepare comprehensive physical and fiscal asset reconciliations, review operational processes for regulatory adherence, and recommend corrective actions.
  • Complete significant assignment milestones under general direction, approving routine property actions for compliance and evaluating methods to resolve operational challenges.
  • Evaluate current property administration workflows and suggest improvements in methods, data reporting, or tool utilization; participate in User Acceptance Testing (UAT) for enterprise tracking system upgrades.
  • Provide functional guidance, informal mentoring, and orientation to division asset custodians and administrative personnel on property policies, tracking workflows, and system transactions.
  • May lead small teams or task groups on targeted initiatives, including annual physical inventory reconcilement surges, floor checks, or storage room re-alignments.
  • Represent the Property Administration function in division operational alignment tag-ups and routine administrative coordination meetings.
  • Maintain awareness of evolving industry and government property practices, technologies (e.g., RFID, advanced barcoding), and standards through occasional participation in professional organizations (e.g., NPMA).
  • Perform other related duties and special assignments as directed.
Required Qualifications:
  • Typically requires bachelor’s degree in business administration, Supply Chain Management, Logistics, or a related discipline with at least 3 years of related experience; or master’s degree with at least 1 year of related experience.
  • Demonstrated experience administering government- and customer-furnished property under Federal Acquisition Regulations (FAR Part 45 / FAR 52.245-1) and NASA FAR Supplement (NFS).
  • Experience managing and tracking government property associated with purchase orders and subcontracts.
  • Demonstrated ability to work independently under limited supervision, analyzing complex factors and exercising judgment to resolve inventory discrepancies.
  • Strong interpersonal, written, and verbal communication skills to interface effectively with project personnel, institutional leadership, and external agency representatives.
Preferred Qualifications:
  • Active certification from the National Property Management Association (NPMA) (e.g., CPPS, CPPA), National Contract Management Association (NCMA), or Association for Supply Chain Management (ASCM).
  • Familiarity with NASA Program Requirements (NPR 4200.1) and loan agreement administration workflows.
  • Experience utilizing enterprise ERP platforms and modules (e.g., Oracle Asset Tracking, Oracle Fixed Assets).
