Job summary

Florida Department of Military Affairs seeks a PROPERTY & ACCOUNTABILITY SPECIALIST to oversee Region 1 armory operations, conduct daily and emergency communications, direct inventories and audits for federal funding reimbursement, and maintain audit-ready archives.

You will reconcile Armory Operation Accounts, provide training to bookkeepers, coordinate facility projects with CFMO, ensure compliance with Florida statutes, and support statewide mobilization and emergency purchasing authority.

Qualifications

  • High School Diploma or equivalent required.
  • Five years of full-time experience in purchasing, accounting, finance, budgeting, or related field.
  • Education may substitute for experience on a year-for-year basis.

Responsibilities

  • Manages Region #1 armory operations, overseeing daily and emergency communications while executing State Quartermaster and Resource & Accountability Management directives. Directs annual on-site property inventories, financial record audits, and SRM (50/50) and RPOM (75/25) account reviews for region one assigned facilities to produce supporting documentation for federal funding reimbursement. Maintains audit-ready archives for State Inspector General inspection, reconciles Armory Operation Accounts (AOA), provides technical training to bookkeepers, and coordinates facility projects with the Construction and Facilities Management Office (CFMO).
  • Serves as the primary authority and technical advisor to all Armory Regional Managers concerning the establishment, reconciliation, and oversight of public depository accounts across every Florida armory. Ensures every armory banking institution qualifies under Florida Statutes Chapter 280 (Security for Public Deposits) and DMA regulations. Consolidates, balances, and validates annual financial statements for all three regions, delivering unified end-of-year close-out reporting to the State Quartermaster in compliance with FNG 210-4 (Armory Operations Accounts) and Florida Statutes Chapter 250 (Military Code)
  • Maintains perpetual operational readiness for immediate statewide mobilization in support of State Active Duty (SAD) operations. During declared state emergencies, major hurricanes, and natural disasters, exercises substantial delegated emergency purchasing authority in accordance with Florida Statutes Chapter 252 (Emergency Management). Rapidly procures essential supplies, equipment, contracted services, and life-support assets across diverse regional operating areas to ensure uninterrupted Florida National Guard civil-support missions.

Conditions Of Employment

Minimum Requirements
