Job summary

AAR Corp. handles the Naval Air Station Jacksonville project, seeking a seasoned Project Site Manager to serve as the senior onsite contractor representative for day-to-day maintenance operations.

You will coordinate across maintenance, quality, material control, tool room, corrosion control, logistics support, safety, security, training, and administrative functions. The role requires 15+ years in aircraft overhaul trades and 8+ years supervisory experience, with deep knowledge of Naval

• Demonstrated aviation maintenance leadership experience in a military, government, or contractor-operated aircraft maintenance environment.
• Technical knowledge, including advanced understanding of aircraft systems, maintenance documentation, troubleshooting, inspections, work control, quality requirements, and maintenance program compliance.
• Experience managing aircraft maintenance teams, shift operations, production priorities, quality performance, safety compliance, training records, and customer interface requirements.

Responsibilities

• Serve as the senior onsite Contractor representative and maintain daily communication with the Contracting Officer’s Representative, Maintenance Control representative, Government Quality Assurance personnel, installation support offices, and Contractor corporate leadership.
• Lead task order execution and ensure all Contractor personnel perform assigned work in accordance with the Performance Work Statement, CNAFINST 4790.2 series, approved technical data, local instructions, Standard Operating Procedures, Ground Operations Procedures, Quality Control Plan, and all applicable safety and security requirements.
• Own, coordinate, prepare, review, and submit all Contractor deliverables, reports, rosters, plans, status updates, and corrective action responses required by the task order, including staffing, transition, quality, safety, travel, manpower reporting and performance metrics.
• Manage the onsite workforce to maintain the required shift coverage, supervisory coverage, qualifications, certifications, training records, and backfill actions within required timeframes.
• Oversee day-to-day maintenance production priorities, coordinate schedule changes, support launches and recoveries, support detachments and surge requirements, and ensure Contractor personnel remain responsive to changing operational needs.
• Ensure maintenance actions are properly documented in required logs, records, forms, and electronic maintenance systems and that Contractor inspections, certifications, and final work package reviews occur before presentation to the Government for acceptance.
• Monitor quality performance, inspection results, trend data, rejected work, discrepancies, and corrective actions to maintain compliant and repeatable performance.
• Ensure Contractor personnel comply with safety, mishap reporting, hazardous material, foreign object damage prevention, emergency response, anti-terrorism awareness, personal protective equipment, respirator, and installation access requirements.
• Coordinate site-specific Local Operating Instructions when required, maintain employee qualification files, support Government audits and surveillance, and ensure records are complete, current, traceable, and available for review upon request.
• Protect Government property, technical data, records, equipment, support equipment, tools, calibrated items, and task order information in accordance with contract, security, records management, and data rights requirements.

Description

The Project Site Manager serves as the senior onsite Contractor manager and primary Contractor point of contact for day-to-day management. The Project Site Manager directs, coordinates, and integrates the Contractor workforce across maintenance, maintenance control, quality, material control, tool room, corrosion control, logistics support, safety, security, training, and administrative functions. The position is accountable for maintaining qualified staffing, ensuring compliant performance, coordinating with the Contracting Officer’s Representative and designated Government representatives, and submitting all required task order deliverables accurately and on time.

Technical Baseline: The Project Site Manager must possess the technical understanding required to lead P-8A aircraft maintenance operations. This includes the ability to interpret technical manuals, maintenance requirement cards, engineering drawings, work orders, technical directives, maintenance data systems, and applicable Naval Aviation Maintenance Program requirements. The manager must understand scheduled and unscheduled maintenance, aircraft inspections, troubleshooting, support equipment operations, corrosion prevention and treatment, tool control, hazardous material controls, logbooks and records, quality assurance processes, and safe-for-flight support sufficient to plan, supervise, assess, and communicate maintenance work without replacing required Government approval authorities.

Key Competencies: The Project Site Manager must demonstrate disciplined program execution, technical credibility, schedule and staffing control, quality focus, clear communication, sound judgment, safety leadership, documentation rigor, and the ability to work effectively with Government and Contractor stakeholders in a high-tempo aviation maintenance environment.

Qualifications

What you will need to be successful in this role:

• High School Diploma or GED
• Minimum of eight (8) years’ in a supervisory position.
• At least fifteen (15) years’ experience and knowledge of aircraft overhaul trades and labor work.
• Experience overseeing MRO operations on multi-engine aircraft is strongly preferred.
• Proficient personal computer skills to include a strong working knowledge of standard Microsoft Office Suite.
• This position requires compliance with International Traffic in Arms Regulations (ITAR). Candidates must be a U.S. Person as defined by ITAR (U.S. citizen, U.S. national, lawful permanent resident, or individual admitted as a refugee or granted asylum).

Required Qualifications:

• Demonstrated aviation maintenance leadership experience in a military, government, or contractor-operated aircraft maintenance environment.
• Technical knowledge, including advanced understanding of aircraft systems, maintenance documentation, troubleshooting, inspections, work control, quality requirements, and maintenance program compliance.
• Experience managing aircraft maintenance teams, shift operations, production priorities, quality performance, safety compliance, training records, and customer interface requirements.
• Working knowledge of the Naval Aviation Maintenance Program, P-8A maintenance operations, maintenance control processes, aircraft logbooks and records, support equipment, tool control, hazardous material management, and aviation safety requirements.
• Ability to prepare clear written reports, maintain accurate records, analyze performance data, brief status to Government and Contractor leadership, and submit deliverables by required due dates.
• Ability to obtain and maintain all required installation access credentials, Common Access Card eligibility, and a favorably adjudicated Tier 3 background investigation. A Department of War Secret clearance is required under the task order.

Preferred Qualifications:

• Prior P-8A, Navy organizational-level maintenance, or Fleet Replacement Squadron maintenance experience.
• Experience supporting performance-based aircraft maintenance contracts, or Department of War aviation sustainment programs.
• Experience preparing or managing Standard Operating Procedures, Quality Control Plans, Ground Operations Procedures, Local Operating
• Instructions, transition plans, staff reports, and Contractor Data Requirements List deliverables.
• Experience with Optimized-Organizational Maintenance Activity, Naval Aviation Logistics Data Analysis, Advanced Skills Management, or comparable Navy maintenance data and training systems.
