Job summary

Jet Propulsion Laboratory in Pasadena, CA seeks a Project Resource Analyst to manage WBS, cost forecasting, and financial reporting for cross-functional teams. The role requires TS/SCI clearance and clear communication with management.

The candidate will develop time-phased budgets, monitor funding, and analyze performance using EV, schedules, and basis of estimates. A strong MS Office proficiency is essential.

Qualifications

  • TS/SCI clearance required.
  • Bachelor degree in Business Administration or similar discipline; 6+ years of related experience; Master with 4+ years; PhD with 2+ years will be considered.
  • Advanced knowledge of project planning and control: cost estimation, budgeting, scheduling, EV management.
  • Ability to communicate effectively with all levels of management and personnel.
  • Strong user of Microsoft Office (Excel, Word, PowerPoint).

Responsibilities

  • Build and maintain the Work Breakdown Structure (WBS), WBS Dictionary and Responsibility Assignment Matrix.
  • Monitor project funding for proper placement on contract, linking, and estimating exhaustion of funds.
  • Develop, analyze, and update project task plan documents (SOW, basis of estimates, cost estimates).
  • Develop the project financial position relative to institutional deliverables for PPBE, Business Forecast, Cost Phasing, NF533 reporting, monthly/quarterly reviews.
  • Develop time-phased budgets and EACs; analyze trends, risks, opportunities and recommend corrective actions.
  • Prepare and present monthly/quarterly/yearly project financial reports.
  • Conduct in-depth analysis of program/project performance including budget/forecast to actuals, variance analysis, earned value management.
  • Participate as essential team member on teams inside and outside organization.

The Project Controls Section provides project cost control, planning, and analysis support to JPL's programs and projects.

We are seeking a Project Resource Analyst (PRA) with effective communication, analysis, and teamwork skills to work in a cross functional environment. The candidate must have a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance. In this role, you will partner with Program Management and serve as a primarily focal point for all financial related aspects of the project.

Specific examples of Resource Analyst responsibilities include, but are not limited to:
  • Build and maintain the Work Breakdown Structure (WBS), WBS Dictionary and Responsibility Assignment Matrix.
  • Monitor project funding for proper placement on contract, linking, and estimating anticipated exhaustion of funds.
  • Develop, analyze, and update complex project task plan documents (i.e. statement of work, basis of estimates, and cost estimates) using project history, actuals, and supporting documentation.
  • Develop the project financial position relative to Institutional deliverables for the Planning, Programming, Budgeting, and Execution (PPBE), Institutional Business Forecast, Cost Phasing, NF533 reporting, and monthly/quarterly reviews.
  • Develop time-phased budgets and EACs in accordance with schedule plans; analyze trends, risks, and opportunities and recommend corrective actions.
  • Prepare and present monthly/quarterly/yearly project financial reports.
  • Conduct in-depth analysis of program/project performance including budget/forecast to actuals, variance analysis, and earned value management.
  • Participate as an essential team member on teams inside and outside organization, project, activity or function.
Qualifications
  • The candidate must have a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance.
  • Typically requires a Bachelor degree in Business Administration or similar discipline with a minimum of 6 years of related experience; Alternatively, a Master degree in similar discipline with a minimum of 4 years of related experience or a PhD in similar disciplines with a minimum of 2 years related experience will also be considered.
  • Advanced knowledge, understanding and application of project planning and control principles and standards including cost estimation, budgeting, scheduling, and earned value management.
  • Ability to apply good judgment when making business decisions and capable of communicating effectively with all levels of management and personnel.
  • Ability to work independently, take the initiative to bring assigned tasks to successful completion, and handle competing priorities to meet due dates.
  • Must be a strong user of Microsoft Office (Excel, Word and PowerPoint).
Preferred Qualifications
  • Previous experience in a project team environment with project reporting, integrated cost/schedule planning, EVM, and various performance measurement techniques.
  • Experience with cost-schedule baseline change control processes. Prior experience with Cobra.
  • Experience supporting programs through government audits.
  • Experience with month end EVM cost reporting deliverables.
