Job summary

ExxonMobil is seeking a Senior Project Procurement Advisor to join our Houston area team. This role leads procurement strategy and execution for major capital projects, spanning development through FEED and execution stages.

You will manage equipment lists, major subcontract lists, and bid/award processes, coordinating with EPC contractors and internal stakeholders. Responsibilities include expediting, logistics planning, and maintaining the Project Materials Management Plan, with focus on

Qualifications

  • 4-year degree from an accredited college or university, preferably in Business Management, Engineering, or Supply Chain.
  • Negotiations, EPC Management, Logistics, Project Management skills (desired, not mandatory).
  • Minimum 10 years relevant experience.

Responsibilities

  • Serve as project focal point for execution of equipment and material procurement, commercial valuation, award, expediting, logistics planning and execution, field materials management and EPC Subcontracting.
  • Oversee EPC in of subcontracting activities, from bid list development to contract award thru closeout.
  • Support updates to Project Materials Management Plan to reflect project developments and FEED/Execution evolution.
  • Finalize project equipment and major subcontract lists with schedules for bid/award and evaluation criteria.
  • Lead bidding and award of long-lead item packages and novation/assignment to EPC as applicable.

What Role You Will Play In Our Team

Reporting to the Regional Project Procurement Manager, the Project Procurement Advisor (PPA) is a key, integrated member of a major capital project team, responsible for carrying out planning and execution of all activities related to purchasing, expediting, logistics, field materials management and EPC subcontracting. The PPA’s involvement on a project often spans from early Pre-FEED (Development Stage) through FEED and Execution (Execution Stage), thus having shifting focus areas and deliverables based upon Project Stage:

  • Development Stage – PPA supports the development and implementation of project procurement strategies and plans related to equipment and material purchasing (including long lead items), transportation and logistics, onsite materials management and subcontracting activities. Additionally, PPA facilitates execution of early non-WBS service contracts (ex: early study contracts). PPA activities typically span through mid/later Stage 3, when the Project nears execution phase. At that time, the PPA role shifts to an execution / EPC Contractor oversight and advisory role, defined below.
  • Execution Stage – PPA supports the purchasing / subcontracting activities performed by the EPC contractor and/or in-house procurement group, and ensures progression of aligned commercial strategies to drive schedule and capital efficiencies, while ensuring operational integrity in support of the Project Objectives & Strategies (POS).

Throughout the Project stages, PPA serves as the point of contact for Project Leadership Team and Global Projects Procurement organization relative to procurement and materials management activities.

What You Will Do
Tasks and Responsibilities – PPA – Development
  • Participate in the early Stage 2 Execution Strategy Framework Process, including high level Project Procurement and Materials Management Strategy
  • Drive development and endorsement of formal Development Stage deliverables, including:
    • Stage 2 – Project Purchasing Strategy
    • Stage 2 – Initial Project Materials Management Plan
    • Stage 2 – Initial Subcontracting Plan
    • Stage 3 – Updated Project Materials Management Plan
    • Stage 3 – Updated Subcontracting Plan
  • Compile project equipment list and major subcontract list, with associated commercial strategies, aligned bidder(s) lists, target schedules for bid and award, and key evaluation criteria

  • Serve as project focal point for execution of equipment and material procurement, commercial valuation, award, expediting, logistics planning and execution, field materials management and EPC Subcontracting
  • Oversee EPC in of subcontracting activities (including ancillary service scopes), from bid list development, bidder qualification and contract award thru closeout
  • Support update of Project Materials Management Plan to incorporate project developments, engagement with FEED contractor, and additional detail around project logistics and materials management strategies.
  • Finalize project equipment list and major subcontract list, including associated commercial strategies, aligned bidder(s) lists, schedules for bid and award, and key evaluation criteria
  • Lead bidding and award of LLE packages and novation / assignment to EPC as applicable
About You
Basic Qualifications
  • 4-year degree from an accredited colloege our university degree, preferably Business Management, Engineering, Supply Chain
  • Negotiations, EPC Management, Logistics, Project Management (desired, not mandatory) professional skills
  • Minimum 10 years relevant experience
Preferred Qualifications
  • English and one other language
  • Previous EPC and owner operator experience in project procurement
  • Expat assignment experience
  • ERP system experience
