  • Lead RFQs, bid packages, tender processes, and supplier solicitations.
  • Coordinate bid evaluations with Engineering, Project Management, and cross-functional teams to select suppliers.
  • Negotiate and execute purchase orders and service contracts within delegated authority.
  • Monitor supplier performance, deliveries and milestones through project execution.
  • Manage procurement budgets, changes, and cost optimization opportunities.
  • Provide procurement reporting to leadership with KPIs and risk updates.

Summary –

The Project Procurement Manager (PPM) is responsible for leading and managing all procurement activities for assigned projects from project handover through final project closeout. The PPM develops and executes project-specific procurement strategies that ensure materials, equipment, subcontracts, and services are procured in accordance with contractual requirements, project schedules, budgets, quality standards, and commercial objectives. Working within a matrix organization, the PPM serves as the procurement leader for assigned projects, coordinating closely with Project Management, Engineering, Strategic Sourcing, Commodity Buyers, Manufacturing, Logistics, Quality Assurance, Finance, and Legal. The role manages procurement planning, supplier selection, commercial negotiations, contract administration, supplier performance, risk mitigation, and procurement reporting to ensure successful project delivery.

Responsibilities –
  • Lead end-to-end procurement activities for assigned projects from Sales-to-Project handover through project completion, ensuring alignment with project objectives, schedules, budgets, and contractual requirements.
  • Develop and maintain comprehensive Project Procurement Plans and schedules, identifying long-lead equipment, critical materials, and supply chain constraints to support on-time project execution.
  • Develop project-specific sourcing strategies and lead RFQs, commercial bid packages, tender processes, and supplier/subcontractor solicitations.
  • Coordinate technical and commercial bid evaluations with Engineering, Project Management, Manufacturing, Logistics, Quality, and other cross-functional stakeholders to select qualified suppliers.
  • Negotiate and execute purchase orders, subcontract agreements, and service contracts, including pricing, delivery schedules, payment terms, warranties, and other commercial conditions within delegated authority.
  • Manage supplier and subcontractor performance throughout project execution, monitoring contractual commitments, production milestones, inspections, deliveries, and overall performance.
  • Monitor procurement progress against project milestones, coordinate expediting and logistics activities, and proactively resolve delivery delays, supply disruptions, and critical-path issues.
  • Manage contract amendments, change orders, commercial variations, supplier claims, and disputes in partnership with Legal and project stakeholders to protect company and project interests.
  • Manage project procurement budgets and commercial commitments, monitoring expenditures, forecasts, cost variances, payment milestones, and opportunities for cost optimization and value engineering.
  • Identify, assess, and mitigate procurement and supply chain risks, including supplier capacity, financial, market, logistics, geopolitical, and business continuity risks.
  • Provide accurate and timely procurement reporting to project and executive leadership, including procurement status, KPIs, supplier performance, commitments, forecasted deliveries, risks, and cost performance.
  • Ensure procurement activities, documentation, and supplier contracts comply with company policies, procurement governance, customer requirements, project contracts, and applicable audit standards.
Qualifications –
  • Bachelor's degree in Supply Chain Management, Engineering, Commerce, Operations Management, or a related discipline.
  • 8–12 years of progressive procurement or supply chain experience, including project procurement leadership.
  • Experience supporting engineered-to-order (ETO), EPC, industrial manufacturing, hydroelectric, energy, mining, infrastructure, or capital equipment projects.
  • Demonstrated success managing procurement activities for complex, multi-disciplinary projects.
  • Strong background in commercial negotiations, supplier management, and contract administration.
  • Experience managing major equipment suppliers, fabrication subcontractors, and service providers.
  • Experience working in matrix organizations with multiple project stakeholders.
  • Strong knowledge of ERP systems such as SAP, Oracle, IFS, Microsoft Dynamics, or equivalent.
Physical Demands –

Employees in this position are regularly required to walk, stand and use hands to finger, handle or feel. They are frequently required to reach with hands and arms. They are occasionally required to sit, stoop, kneel, crouch, or crawl and talk or hear and regularly required to lift 10 pounds and occasionally required to lift up to 50 pounds. This position may require travel, both domestic and international.
