Job description

Project Monitoring Expert Democracy International is seeking a Tanzania-based Project Monitoring Expert (Consultant) to support the implementation of project monitoring activities of women and girl’s health-rights focused projects across Tanzania as part of a larger initiative funded by Global Affairs Canada.

Global Affairs Canada is funding six projects in Tanzania focused on women and girl’s health-rights with an emphasis on gender equality and access to quality health services. These initiatives are being implemented by Canadian and Tanzanian NGOs and involve community outreach, service delivery, and policy advocacy.
The Project Monitoring Expert will play a critical role in providing local oversight, ensuring effective coordination and quality assurance, and reporting on the performance and context of these projects to Canada’s Department of Foreign Affairs, Trade and Development (DFATD).

This will be a consultancy based in Tanzania with travel to project locations within Tanzania and will be contingent on award and funding.

Essential Job Duties The Project Monitoring Expert will play a critical role in providing oversight, technical input, and evidence-based reporting across the six projects. With the support of monitoring tools and under the guidance of the Technical Authority, the consultant will undertake the following responsibilities:

The position’s responsibilities will include: Core Monitoring Duties
  • Become familiar with all relevant project documentation, including project proposals, work plans, results frameworks, and partner reports.
  • Conduct ongoing monitoring and follow-up of project activities through remote engagement and in-person field visits, where applicable.
  • Assess operational structures and implementation arrangements of each project for functionality and efficiency.
  • Evaluate the effectiveness and efficiency of implementing organizations in delivering planned results.
  • Monitor the collaboration, coordination, and communication between implementing partners, stakeholders (including government and community actors), and Global Affairs Canada.
  • Collect and analyze quantitative and qualitative data, ensuring alignment with project results frameworks and stakeholder expectations.
  • Use performance indicators and targets to assess progress, identify gaps, and track performance.
  • Monitor project risks and provide timely recommendations for mitigation and adaptive management.
  • Ensure dissemination of findings, including developing reports and presenting monitoring results to DFATD and stakeholders.
Technical Support and Quality Assurance
  • Provide technical advice on results-based management (RBM), institutional strengthening, monitoring tools, and data systems.
  • Review and enhance RBM tools and frameworks, ensuring they are up to date, high quality, and effectively used by partners.
  • Develop and maintain an integrated monitoring framework to consolidate performance data and enable portfolio-level reporting across all six projects.
  • Analyze project documents—such as work plans, partner reports, and budgets—against on-the-ground implementation and stakeholder feedback to validate accuracy and completeness.
  • Identify problems, risks, and implementation constraints, and provide actionable recommendations to improve project management and outcomes.
Participatory Monitoring and Knowledge Sharing
  • Engage target populations and beneficiaries in data collection and validation processes, particularly for baseline, midline, and endline assessments.
  • Ensure data analysis processes promote learning and accountability, and that they encourage local ownership and use of findings.
  • Identify and document lessons learned during implementation and recommend how they can be applied to improve future programming.
  • Facilitate a platform for communication and knowledge exchange, promoting best practices and peer learning among project partners and with DFATD.
  • Monitor integration of crosscutting themes, especially gender equality and environmental sustainability, across all projects and advise on areas for strengthened mainstreaming.
  • Participate in meetings with the Technical Authority, project stakeholders, and relevant technical working groups as needed.
Expected Deliverables
  • The consultant will be required to submit the following deliverables, which may evolve based on DFATD's needs:
  • Inception and annual Work Plans outlining timelines, activities, and stakeholder engagement.
  • Project Monitoring Plans and Schedules, developed in consultation with the Technical Authority.
  • A consolidated Monitoring Framework Tool covering all six projects.
  • Bi-annual and Annual Monitoring Reports, presenting synthesized findings, conclusions, recommendations, and lessons learned.
  • Knowledge Sharing Event Reports, summarizing key insights and best practices from collaborative learning activities.
  • Presentations of monitoring findings and results to DFATD and stakeholders.
  • Context and Sector Analyses, as well as assessments of progress toward results.
  • Project Baseline, Midline, and Endline Reports, incorporating participatory approaches and stakeholder input.
Qualifications Required:
  • Bachelor’s degree in international development, public health, social sciences, or a related field.
  • Minimum of five (5) years of professional experience in project monitoring and evaluation in Tanzania.
  • Strong communication skills in English and Kiswahili, both written and oral.
  • Specific project experience designing a monitoring plan, consulting stakeholders for monitoring and evaluation processes, writing reports resulting from monitoring activities, presenting monitoring results, and making recommendation for project improvements based on monitoring data with project reference information.
  • Specific project experience monitoring projects in the health sector, including women’s health-rights focused activities and nutrition activities with project reference information.
  • Specific experience monitoring and managing project based on logic models, developing performance measurement frameworks with associated quantitative and qualitative indicators, and developing a risk registry with mitigation measures with project reference information to be provided.
  • Specific project experience integrating gender equality, conducting gender analyses
  • Specific project experience developing or working with an Environment Management Plan, conducting environment impact assessments, and developing or working with climate change action plan.
  • Proven ability to work independently and deliver high-quality products under tight deadlines.
Preferred:
  • Previous experience working with or reporting to bilateral donors (e.g., Global Affairs Canada).
Reporting
  • Project Monitoring Expert reports to DI’s Director of Program Management.
