Avangrid seeks a Project Manager for Transmission & ISO Policy to lead policy initiatives and regulatory strategies that support transmission growth. You will guide cross-functional teams and liaise with internal and external stakeholders on complex regulatory matters across ISO-NE and NYISO.

Qualifications

• Bachelor’s degree in Business, Economics, Finance, Engineering, or related field and at least eight years of relevant experience.
• Experience in transmission policy, regulatory affairs, energy markets or related fields.
• FERC proceedings, transmission tariffs, or ISO/RTO market structures preferred.
• Strong understanding of utility ratemaking and transmission cost recovery.
• Excellent written and verbal communication; ability to influence without direct authority.

The Project Manager, Transmission & ISO Policy, plays a critical leadership role in developing and implementing policy and regulatory strategies supporting the overall performance and growth of the Company’s transmission business.This role also serves as a leader and subject matter expert in transmission policy, federal and state regulation, and market design across ISO-NE and NYISO. The position plays a key role in advancing Company positions in regulatory proceedings and regional stakeholder processes, while collaborating with internal business units, legal, and external stakeholders. The position is focused on policy initiatives that support growth of the regulated transmission business.The Project Manager – Transmission & ISO Policy role leads cross-functional teams to address complex analytical and policy initiatives and provides strategic insights to senior leadership to support transmission investment and regulatory objectives.The Project Manager – Transmission & ISO Policy role reports into the Sr. Manager, Transmission & ISO Policy.**Key Responsibilities**· Lead and coordinate the Company’s participation in federal and state regulatory proceedings related to transmission and energy markets, including development of testimony, exhibits, and responses to data requests· Develop and implement policy and regulatory strategies to support transmission investment and energy market objectives· Lead cross-functional initiatives across internal teams (e.g., planning, legal, finance, operations) to develop aligned Company positions· Represent the Company externally in ISO-NE and NYISO stakeholder processes and industry working groups· Deliver high-impact presentations to company leadership on complex subject matter related to policy and regulation· Monitor and influence policy developments related to FERC orders, transmission tariffs, and energy market design· Perform analytical, financial, and policy evaluations of regulatory proposals and market rule changes· Synthesize complex regulatory and policy information into clear recommendations for leadership decision-making· Prepare high-quality written materials, including regulatory filings, reports, presentations, and executive briefings· Support Company representation in meetings, hearings, and technical sessions with regulators and stakeholders· Participate in industry organizations (e.g., WIRES, EEI) to track emerging trends and advocate for Company interests· Develop internal communications to ensure leadership awareness of key policy developments· Support compliance and policy-related initiatives across Avangrid Networks**Required Qualifications**· Bachelor’s degree in Business, Economics, Finance, Engineering, or a relevant related field of study and a minimum of eight (8) years of relevant experience. An equivalent combination of education and experience may be considered.· Relevant experience includes transmission policy, regulatory affairs, energy markets, or related fields· Prior experience with regulatory processes, including FERC proceedings, transmission tariffs, or ISO/RTO market structures· Strong understanding of utility ratemaking principles and transmission cost recovery frameworks· Demonstrated ability to work effectively across functional teams and stakeholder groups· Demonstrated ability to develop quality executive communication and presentation materials.· Strong analytical and problem-solving capabilities· Excellent written and verbal communication skills· Ability to influence outcomes without direct supervisory authority· Strong organizational and project management skills· Ability to manage multiple priorities in a fast-paced environment· Strategic thinking and ability to translate complex issues into actionable insights· Effective stakeholder engagement and collaboration skills· Adaptability and flexibility in a dynamic regulatory environment **Preferred Qualifications**· Experience with FERC transmission ratemaking or formula rates· Experience ISO/RTO market structures (ISO-NE, NYISO)· Familiarity with Open Access Transmission Tariffs and regional market rules· Knowledge of accounting, finance, or economic principles relevant to utilities· Experience participating in regional stakeholder processes
