Project Manager Web Data Collection Project

Contract Type: Full Time

Location: Remote. This position is open only to U.S. residents.

Clearance: Public Trust Clearance for the Department of Education is highly desired.

Reports To: Project Director

Position Overview

Zenius is seeking a highly capable Project Manager (PM) to lead and coordinate all facets of the Department of Education's Web Data Collection Project, encompassing support for data collection systems, IT development, data reporting, and transitions. The PM will serve as the operational lead and interface with internal teams, the Contracting Officer's Representative (COR), and other Department stakeholders to ensure delivery of project goals.

Key Responsibilities

Project Management

  • Lead post-award activities, including a kick-off meeting within 7 days of award.

  • Develop, refine, and maintain management, staffing, and delivery plans.

  • Submit accurate Monthly Progress Reports and Invoices by the 15th of each month.

  • Ensure 95% of monthly reports are submitted on time and are accurate.

  • Foster transparent and timely communication with the COR, Project Director, and stakeholders.

System Development, Maintenance & Support

  • Manage updates, enhancements, and maintenance across multiple systems

  • Oversee testing in contractor-hosted dev/test environments.

  • Ensure documentation, SOPs, and 508 compliance requirements are up to date and delivered annually.

  • Coordinate system design documentation for all IT systems and ensure readiness for annual data collection cycles.

Data Analysis and Reports

  • Supervise development of congressionally mandated reports and up to 10 additional analytical outputs annually.

  • Ensure all statistical analyses use SAS and SQL and adhere to ED's Information Quality Guidelines.

  • Oversee the preparation and submission of data extraction and reporting deliverables (including visualizations and trend analyses).

Hosting Transition (One time activity)

  • Lead planning and coordination for seamless transition of systems from one AWS GovCloud environment to other AWS GovCloud environment.

  • Coordinate integration testing and cybersecurity documentation updates (including ATO and FedRAMP controls).

  • Ensure participation of ISSO for security, 508, and GRCT compliance support during migration.

Qualifications

  • Bachelor's degree in Information Systems, Computer Science, or Project Management (Master's preferred).

  • PMP certification or equivalent strongly preferred.

  • 7+ years of federal project management experience, preferably in education or data-centric programs.

  • Proven ability to manage complex, multi-system IT projects and remote teams.

  • Familiarity with federal data collection systems

  • Strong working knowledge of Section 508 compliance, FISMA, NIST, and FedRAMP frameworks.

  • Excellent organizational, communication, and analytical skills.

Tools and Technologies

  • Microsoft Project, Jira, or equivalent PM tools

  • Document management: SharePoint, Confluence, or equivalent

  • Technical familiarity: C#, .NET, ReactJS, SQL Server, AWS environments

  • Reporting oversight: SAS, SQL, and Microsoft Excel

Work Environment

  • Fully remote;

  • Regular meetings and collaboration with technical leads, COR, subcontractors, and Department staff.

  • Required to produce detailed documentation and quality assurance reviews for all contract deliverables.
